Ms. Reynolds spoke with the child about his actions to encourage self-control, self-direction, and cooperation. Ms. Reynolds took the blanket from the child after several attempts to get the child to demonstrate self-control, self-direction, and cooperation with the blanket.

On 07/08/2021, I completed an on-site inspection. I interviewed Ms. Reynolds regarding the allegations. Ms. Reynolds stated that children who arrive early in the morning lay down until breakfast, which is at 8am. The children lay down again in the afternoon for approximately one to two hours. On 08/31/2021, I conducted separate telephone interviews with Child C's Father, Child E's Mother, Child and Child G's Mother, and adult household member Child C's Father stated he drops off at Ms. Reynolds's child care at 5am, so it is likely that his child lays down upon arrival. Child E's Mother stated that Ms. Reynolds has the children lay down in the morning, but she does not know the duration of time. On occasion, her child would still be sleeping at 3pm. Child D's Mother stated that she has no knowledge of the allegation. She described Ms. Reynolds as having the most structured child care her child has attended. Ms. Reynolds does her best to get the children to follow the rules. Ms. Reynolds follows child care regulations. Child F and Child G's Mother stated that on more than one occasion she dropped her child off between 8am and 9am only to return about an hour and a half later to find her child sleeping. She found this to be inappropriate given her daughter is of preschool age. She estimated that this occurred between three to five times. stated that she has observed Ms. Reynolds lay children down when they arrive early in the morning. Ms. Reynolds allows children who fall back to sleep to remain sleeping no later than 10am. Most of the children up and moving around between 8am and 9am. Children are not required to go to sleep. Ms. Reynolds provides quiet activities in the morning for children who do not fall asleep. Ms. Reynolds provides one additional nap time between 1:30pm and 2pm.
Children are made to lay down the majority of the day. Ms. Reynolds takes the children's blankets away at nap time if they are "bad" during the day.

On 07/08/2021, Ms. Reynolds stated she has never withheld a blanket at rest time as a form of discipline. She recently took a blanket from a child at rest time because the child would not stop hitting the other children with the blanket. Ms. Reynolds spoke to the child several times about using the blanket inappropriately before she took the blanket away. On 08/31/2021, Child D's Mother, Child E's Mother, Child F and Child G's Mother, and stated they have no knowledge of the allegation.
