Though CCSM 1 denied the allegations to be true, two child care staff, CCSM 2 and CCSM 3, both reported during interviews that they had observed CCSM 1 restrain Child A on the toilet seat during toilet training on multiple occasions from August 2023 to November 2023. They also reported that they observed CCSM 1 restrain children on their cot during naptime by holding a hand on their back and legs, including Child A, during the months of August 2023 to November 2023. CCSM 2 and CCSM 3 observed CCSM 1 hold children against their will even if they started crying and yelling.
