I made an unscheduled onsite inspection at Pre K International child care center on 7/12/2023. The center is licensed to care for children 2 - 5 '/2 years old. Child Care Staff Member 1 (CCSM1) informed me that licensee designee/program director Isabela Robinson was not present, however, called to let her know I was there. I notified Isabela Robinson of the allegations when she arrived at the center a few minutes later. Isabela Robinson is the approved program director for the child care center. She informed me that there are only two classrooms located at the child care center and agreed to show me files containing the lead caregivers' qualifications. Transcripts and hire dates showed that Child Care Staff Member 2 (CCSM2) and Child Care Staff Member 3 (CCSM3) both completed over 12 semester hours in early childhood/child related field and had over 960 hours of child care experience. CCSM2 and CCSM3 are qualified lead caregivers under R 400.8122(5)(e). I spoke on the telephone with Child A's Father and Child B and Child C's Mother on 7/19/2023. Isabela Robinson informed me that staff do not place children in time outs. The center uses redirection and communication with children as a method of discipline. The center follows the six-step method for conflict resolution. CCSM1 provided me a copy of the discipline policy. The policy reiterated that the center uses conflict resolution and that they do not use time outs. Child A's Father informed me that staff talk with children regarding their behavior as a method of discipline. Child B and Child C's Mother stated that she was not familiar with the discipline techniques used at the child care center. She said it was possible that she was provided a copy of their discipline policy but could not recall. 4

The center participates with the Meet up and Eat up program catered by Kalamazoo Public Schools (KPS) and food is not prepared onsite. Isabela Robinson showed me the kitchen where the tools and mop sink were located in the corner of the room. She stated that food for children is not stored or prepared in the kitchen. KPS caters breakfast and lunch, and the center provides afternoon snack. Snack items are stored in metal cabinets and refrigerators located in each classroom. The kitchen is only utilized by staff to store and prepare their own food. I reviewed the list of participating locations for the Meet Up and Eat up program provided by Kalamazoo Public Schools. Pre K International is listed as one of the participants.

Pre K International participates with The Meet Up and Eat Up program catered by Kalamazoo Public Schools. Officially known as the Summer Food Service Program (SFSP), Meet Up and Eat Up provides free nutritious meals to children up to age 18 and living in low-income areas, where 50 percent or more of the students qualify for free or reduced-price school meals. This service is offered through the Michigan Department of Education. Children attend the program from 7:30 a.m. until 2:30 p.m. Breakfast is provided at 8:00 a.m. and lunch is provided at 11:30 a.m. The center provides an afternoon snack at 2:00 p.m. Isabela Robinson showed me copies of the menus. The food and beverages provided to children are in accordance with the child and adult care food program (CACFP). During the onsite inspection, I observed the center serving raisins and goldfish crackers for the afternoon snack. Child A's Father did not express any concerns regarding the food provided at the center. He added that his child comes home full each day. Child B and Child C's Mother reported that her children are fed what is on the menu. The food appears to be "snack like" compared to the meals she provides her children but admitted that all of the food groups are represented in the provided meals.

On 03/22/2021 I received an email and a phone call from owner and program director, Isabela Robinson. Ms. Robinson reported that there was an incident with a child being left unattended and she wanted to notify me. The incident occurred the morning of 03/22/2021. A witness driving by found Child B unattended wandering down the street. Licensee designee Jermaine Robinson was the bus driver. Child care staff member, Santana Watson, was also on the bus as the bus aide. Ms. Robinson was not present at the center as she had a A was made. interviewed owner/program director, Isabela r<ol inson, assistant program director, Robin Lampp, and child care staff members, Wendi Allen-Rush, and Morgan Rohr. I observed the children in their classrooms at lunch time during my inspection. The child care staff were sitting with the children while they were eating. I obtained child information cards, attendance records, bus lists, and bus procedures. While onsite and I also interviewed licensee designee Jermaine Robinson and child care staff member, Santana Watson by phone. Ms. Robinson indicated the parking lot for the buses is on a property she and Mr. Robinson own located at the corner of East Main/Hazard Street. Sometimes the buses are parked several doors down on Hazard if needed. Two of the buses are equipped with alarms but the green bus did not yet have one (the alarms go off after one minute if a walk to the end of the bus does not happen). The day the incident occurred was on 03/22/2021 and Mr. Robinson and Ms. Watson were on the green bus route. There were approximately six children on the green bus that morning, Child B being one of them. Ms. Robinson was not at the center that day as she had a but what she gathered from talking to staff is that Child B got CI on the bus that morning but never got off the bus and must have stayed on the bus when it was parked that morning. Ms. Watson told Ms. Robinson she did not walk to the back of the bus to check that each child was off that morning as there was a lot going on in the moment and Mr. Robinson slid not do a check of the bus as he thought Ms. Watson had done it. Ms. Robinson reported that the mornin was kind of thrown off as Child B had not been on the route for several weeks. parent had just contacted the center to request that Child B be transported tha: week. Ms. Lampp then notified Mr. Robinson and Ms. Watson to pick up Child 8 that day, which they did.. There was also a child that injured himself getting off the bus that morning, so Ms. Watson was attending to that child while trying to get the children off the bus. Ms. Robinson was contacted around 11. AM that day by Ms. Lampp, who reported that Child 6 was found unattended wandering the streets and that Child Bs Mother and were at the center, Ms. Robinson rushed the rest of her appointment and immediately went back to the center. had just finished up their report and Child Bs Mother had left before she returned. Ms. Robinson was told everything that had happened. Ms. Robinson called Child Bs Mother to apologize and see if Child B was doing ok. Child B's Mother told her that Child B was tired and acting aggressive but fine. Ms. Robinson offered to transfer Child B to a different Great Start Readiness Program (G RP) if Child 8`s Mother requested it. Ms. Robinson indicated transportation has been canceled the next few weeks until they figure out a new safety protocol and parents were notified by a message in their private parent social media group. Ms. Watson was also and Mr. Robinson Ms. Robinson reported e current bus protocol is that there are always two staff on the bus with the children, one being the bus driver, and one being the bus aide. Both staff are required to check the bus after dropping off children in the morning and afternoon. After checking the bus, staff are to put an empty bus sign in the window.
