On August 26, 2020 1 received a phone call and email from Licensee; Courtney Pearson. She reported that there was an incident in the• classroom between two children and there may have been She provided an incident report and details regarding the allegations. e incident re ort stated: "Incident occurred at rest time. Grace Boswell, the lead teacher in the classroom, walked out of the classroom to go to the kitchen. Karrah Richardson, ei lead teacher saw Ms. Boswell walk away and went to stand by the shelf that separates the classrooms so she could see both rooms. When she got there, she noticed Child B was not on cot and looked over to seeR was on Child A's cot. When she looked further s e noticed Child A was and Child B's Child A's . Ms. Richardson did not see any actual physical contact between the two They were separated and talked to individually, the director was notified, and at the time it was determined that the two were caught before anything happened. Later that night Mrs. Pearson was contacted b Child A's mother who reported that Child A told Mdad that Child B came over to cot when the teacher had turned her back to walk away. Child B had Child A■ and asked Child A to Child B also asked Child A to We do not believe that i r of Child nor do we think that Child A actuall . Child B told r not to tell any of the teachers what happened, which did not." On August 27, 2020 l made telephone contact with Child A's mother. She re orted that she was not notified by the center that anything happened between her and Child B. She said that after her■ told her husband what happened she no i red Mrs. Pearson. Mrs. Pearson told her that a staff member had caught Child B on Child A's cot and , but they believed that it was stopped before any . Mrs. Pearson told Child A's mother that it was her judgement call tono notify the parents because she didn't think any contact happened. Child A's mother said that here has only been attending the center for a . They had not had any concerns with supervision before this incident, but, are not sure they feel comfortable sending ■ back at this time. On August 27, 2020 1 completed an unannounced onsite inspection at the childcare center and interviewed childcare staff members Grace DeKoff and Ilizabeth Church. They informed me that Mrs. Pearson, Ms. Richardson, and Ms. Boswell were gone for the day. Ms. DeKoff stated that during the incident she was sittin over by the kitchen, which is next to the and. classrooms. She saw the lead, Ms. Boswell, walk away from her c assroom and saw the lead, Ms. ichardson walk over to the shelf so she could watch both the an classrooms. She heard Ms. Richardson say; "absolutely not". She reporte that s e was not aware of what Ica happened until Ms. Boswell returned and Ms. Richardson informed her of what happened. The lead teachers then reportedly told Mrs. Pearson about the incident. Ms. Church reported she had heard what Ms. Richardson saw and after nap time she walked downstairs to stet something and time was, an said that Child B carne ove ■told her Ms. Church said she did not tell Mrs. Pearso believed it had already been reported to her. On September 17, 2020 1 made telephone contact with Ms. Richardson and Ms. Boswell. Ms. Richardson reported that during rest time she saw Ms. Boswell walk out of the classroom so she walked over by the shelf that separates the rooms so she could see both classes. She saw Child B on Child A's cot and saw Child A Ms. Richardson said that Child B's face was by Child A's she asked, "What's napping?". She said that Child B ran back to cot Van she tayed in the same spot until Ms. Boswell came back. She informe Is. Boswell of what she saw and then went upstairs to tell Mrs. Pearson. Ms. Richardson reported that she did not talk to either child about what happened because she left shortly after the incident. I asked Ms. Richardson if staff often leave the room without telling anymore and she said she and Ms. Boswell know to cover for

The center's policy for notifying parents following an incident states "When any incident occurs, a Boo-Boo note will be sent home explaining the incident and how it was handled." The parents were not provided any information regarding the incident. Even if the staff believed no occurred what was observed was between two children. If Child A had not disclosed what appene both parents never would have known any inappropriate contact occurred.
