MCL 722.115m Child care center, group child care home, or family child care home; requirements for licensure. (2) ...If the department determines that a service, facility, applicant, licensee, child care staff member, or member of the household is not conducive to the welfare of the children, the department shall deny that application or revoke that licensee's license according to section 11.
I spoke with on 03/01/2023. was dispatched to a 911 call on at 1:18 am, within 20 seconds of the 911 call being made. She arrived on scene at 11:28 am. When she arrived, Child A was present with Witness, in the yard of a home across the road and "down a couple of properties" from the child care home. Witness was leaving the home where Child A was found when she saw Child A in the yard. Witness called 911 when she saw that Child A was alone. said that Child A was wearing pants, a long sleeve shirt, and socks. His "Socs, ere wet but the rest of him was dry. His hands and feet were cold to the touch. He was "not dirty or muddy." He was crying upon arrival. It should be noted that the temperatures on 02/2 were ",g o"Cand low of 39 degrees and it was cloudy. It rained the previous date. Just after arrived, Child Care Staff Member (CCSM) 2 came running from the child care home. She introduced herself as the owner of the child care home, then she clarified Denise Jordan is the owner and stated she runs the child care home. CCSM 2 told that she last saw Child A about 3 10-15 minutes prior, which did not think was conceivable, based on her own time frames of the event. CCSM 2 said that she did not notice Child A leave the home, as she was dealing with a child who was crying. While at the scene, called an could examine Child e examination was normal. Child s temperature was normal. Before leaving, asked to see the child care home. She observed the basement of home ere she approximated 12 children were present with 3 child care staff members. She saw gates in the child care area. She noted that all gates were open. On 03/02/2023 I conducted an unannounced on-site inspection with CCSM I was present at the time. CCSM 2 arrived approximately half an hour later. Licensee Denise Jordan arrived shortly after that. The child care home is located on a road with a posted speed limit of 55 miles per hour. The driveway to the home is a long, dirt driveway, estimated to be about 200 feet long. After entering the front door, you turn left to get to the basement door, where the child care facility is located. Immediately at the bottom of the steps is a gate. Before entering the child use space, there is another gate. Between the two gates is an area with a shelf and hooks for children's coats and bags. Shoes and other items are on the floor below the shelves and hooks. The gate at the bottom of the stairs is attached to each wall at the end of the stairs. The gate is like a window shade, in that it is rolled up and can be pulled out of the roll, where it is then latched into place on the opposite side. The second gate is a large plastic folding gate that is not attached to anything. On one end it is lodged behind a couch, between a wall and the couch. On the other end, the top of the gate is slid into a small wooden fixture on the wall, that appears to have been built there specifically for the gate. The gate can be easily slid in and out of the wooden fixture. According to CCSM 1, she was present with CCSM 2, CCSM 3, and 12 children on 02/28/2023. It was morning, sometime before lunch. They had just given the children a snack because many of the children were upset and crying that morning. They gave snack in hopes of improving the children's moods. After snack, CCSM 1 started changing diapers. She asked CCSM 2, who was sitting on the couch near the exit at the time, where Child A was, as she was looking to change his diaper. None of the three CCSMs present saw Child A or knew where his location. CCSM 1 looked around the basement for Child A while CCSM 3 went upstairs to look for him. CCSM 1 was not sure what CCSM 2 was doing at the time. When CCSM 3 returned to the basement, she said she saw a state trooper across the street. At that time, CCSM 2 left the facility and headed for the trooper. CCSM 1 estimated the time between noticing that Child A was missing and CCSM 3 seeing the state trooper 4 was "maybe 10 minutes, if that." CCSM 1 said that both
On 02/28/2023 Child A (male, ) was found across and down the road from the child care facility. Police were called and responded before anyone from the child care facility came looking for Child A. Child A was wearing pants, a long sleeve shirt, and wet socks.
