R 400.1911 · R 400.1911 Care; supervision; children. (1) A licensee shall ensure appropriate care and supervision of children at all times.
On June 9, 2021, I made telephone contact with Child A's mother. I informed her of the allegations I received. Child A's mother reported that she believes this complaint is coming form Child A's father and she has no concerns that her daughter is being hit or touched inappropriately at the child care. She reported that her daughter has been attending Ms. Dodge's facility for two years and she has never had any concerns. Child A's mother reported that she has full custody and has been having issues with Child A's father "trying every way possible to mess up our lives." She stated that Department of Health and Human Services (DHHS) Worker, Lindsey Pittelkow, was also involved and has been to see Child A. Ms. Pittelkow informed Child A's mother she did not find any concerns. On June 10, 2021, I completed an unannounced onsite inspection at the facility and interviewed licensee, Jennifer Dodge, and child care staff member, Kiersten Teadt. Ms. Dodge reported that Child A is still attending, and she has spoken with Child A's mother about the allegations. Child A's mother has no concerns that anything has happened at the facility. She explained that Child A naps in the playroom with other children, but she or Ms. Teadt are either in the room or in the kitchen where there is a direct line of sight. Child A has never reported a problem being hit or touched inappropriately by another child in care. Ms. Teadt stated that she is very close with Child A and she has never reported being hit or touched. Child A naps in the playroom with other children, but she or Ms. Dodge are in the room or in the kitchen. Ms. Teadt reported that Child A lives with her mother and the father has never been to the child care. She has been coming for over two years and they have a close relationship with the mother and child. On July 20, 2021, I made telephone contact with Child B's mother and Child C's mother. Child B's mother reported that her child has been in care for over three years, and she is always happy to attend. She has absolutely no concerns with care and supervision. Child C's mother stated that her son has been in care for even years and he has never come to her with any issues. She has no concerns with the child care. On July 22, 2021, I received an email from Ms. Pittelkow. She reported that she was not able to forensically interview Child A due to her age, but her investigation found no concerns with the child care. On June 9, 2021, and July 20, 2021, I attempted telephone contact with Child A's father, but was unable to make contact. 3 I attempted telephone contact with Child D's mother and Child E's mother on July 20, 2021 but was unable to make contact.
