On May 23, 2023, I completed an unannounced onsite inspection with Ms. Nocis. She had five children in care and reported that she does have one more child enrolled, but he is in school, and only does before and after school care. Ms. Nocis said she terminated a family yesterday. The child had not been in care for a while due to an illness in the family, and he was just starting back. There was a miscommunication with drop off and the child's mother became very aggressive and was cussing at Ms. Nocis in front of the child care children. She asked the mother and child to leave and terminated care. She expected a complaint may be made. She said she does not go over capacity or ratio and she never has more than six children in care. Ms. Nocis provided attendance records that show she 2 has five children in care the majority of the day and a sixth child for before and after school care. On June 29, 2023, I made telephone contact with Child A, Child B, and Child C's mother, Child D and Child E's mother, and Child F's mother. Child A, Child B, and Child C's mother reported that Child A and B are in care with Ms. Nocis all day, and during the school year Child C only attends before and after school. She said Child C is the only school age child in Ms. Nocis care. She has never seen more than six children in care, and they have used Ms. Nocis for approximately two years. Child D and Child E's mother said Ms. Nocis generally has five children in care that she sees, and her family has attended for four years. She has never seen her have over six children at one time. Child F's mother said the most children she has seen in care is six, but it is generally less than that.

Ms. Nocis reported the only time she could think of an unexplained injury is with the child whose care she terminated. His mother reported he had pinch marks and asked Ms. Nocis how they happened. Ms. Nocis reported not knowing about any pinch marks. The next day at drop off, she asked to see the pinch marks and the mother reported they went away. Child A, Child B, and Child C's mother said her children have had no unexplained injuries and Child C has a bleeding disorder that causes him to bruise easily. They have been to two other child care facilities and had to leave because Child C had too many injuries. She has been impressed with the level of supervision Ms. Nocis provides to prevent injuries. Child D and Child E's mother said she is notified by phone when any bumps or bruises happens. Her children have had no unexplained injuries. Child F's mother reported her child has gotten a couple minor injuries at the child care, but Ms. Nocis always informs her what happened. She has no concerns with supervision. Telephone contact was attempted with the person who made the complaint on June 29, 2023, but her telephone number is no longer in service.
