On the evening of January 18, 2023, I received a text message from Communities in Schools, Senior Director of Sites, Dr. Tamiko Garrett, who said she needed to speak with me about an incident that occurred in the Communities in Schools (CIS) Milwood Elementary after school program. I called Dr. Garrett back that same evening and she said Child A had run away from the center and claimed that she was abducted y Dr. Garrett said Child As Grandmother was immediately contacted when they could not find Child A and law enforcement was involved. Dr. Garrett did not have any other details but said she knew she had to verbally report it to me within 24 hours and would follow up with a written incident report as soon as she had more details. On January 19, 2023, 1 received a copy of the written incident report that stated on January 18, 2023; Child A walked out of the cafeteria around 5:15 PM, saying she Ote"ted a break" and was going to sit in the hallway. A few minutes later, the school came and told Program Director and After School Coordinator, Lori Zachary. that Child A had exited the building out the front door. Ms. Zachary and other individuals immediately began looking for Child A. When Child A could not be found, Child A's Grandmother, law enforcement, and building principal, were contacted. Around 6:30 PM, Child A was found by Relative 1 and Relative 2 who had been looking for her near the school building and Child A was carried into the center A short time later; I received a detailed written timeline from that provided more information about the incident. Her report, which was established by using cell hone information and school cameras, stated that Child A gave Child B , a hug and then Child A exited the building out the front door at 5:18 PM. said she was in the office talking to an adult when she saw Child A walk past the front door. She assumed Child A would sit down on a bench located outside because Child A had a frustrated look on her face and knew Child A had a "crappy hard day." A few minutes later, went outside but did not see Child A. She looked down the road and called out Child A's name a few times and then went back inside to tell Ms. Zachary that she thought Child A had exited 1W the building. Ms. Zachary and are observed on school cameras walking down the hallway at 5:24 PM. s. Zachary went outside and started looking for Child A on the playground. got in her car and started driving up and down Lovers Lane looking for Child A.. said she contacted Child A's Grandmother and left a voicemail message at 5:38 PM. - spoke to Child CI A's Grandmother a few minutes later and Child A's Grandmother started searching for her. At 5:48 PAM — asked Child A's Grandmother if she could contact law enforcement to report Child A missing and get help from the police. At 5:50 PM, spoke to central dispatch and reported Child A missing. At 5:55 PM, ■ contacted building principal, to make him aware of what was going on. He was out of town so he instructed to contact the At 6:01 PM, Ms.. Zachary contacted to say that the police had arrived at the school. At 6:35 PAM Child A's Grandmother contacted who said that Relative 1 and Relative 2 had found Child A and were taking her back to the school_ At 6:45 PM, arrived at the school and Child A's Grandmother was holding Child A and was informed that Child A had been abducted after she left the building. said she started asking Child A questions to "keep the memories fresh in Child A's mind."
