    On 05/11/2022 I spoke with Child A and Child B's Father. He reported that on Monday 05/09/2022 he picked up his children from the child care home of Carrie Bockstanz, where his children receive child care. He noticed that Child A had a scrape on her chest and a half-moon crescent mark above her left eye. Child A and Child B's Father asked Ms. Bockstanz about the marks as his daughter has brittle bones, and she said, "oh they just play rough." Later that evening as he was getting Child A and Child B ready for bed, he asked Child A what had happened. Child A said that Child D had pushed her off the slide. Child B chimed in that Child D is mean to Child A. The next morning Child A and B's Father dropped Child B off at school and took Child A to Ms. Bockstanz's home. He brought up Child D pushing Child A off the slide to Ms. Bockstanz. Ms. Bockstanz said to him, "oh no you aren't going to accuse my child care children of being violent. We are going to fight." Child A and Child B's Father then grabbed Child A's things and left with Child A, saying, "we are going to go. She is not staying here." Ms. Bockstanz followed him up the stairs. Other child care children were present for the argument. Child A and Child B's Father did not feel comfortable with the way Ms. Bockstanz was speaking to him and indicated he will not bring his children back to her home for care. On 05/13/2022 I conducted an unannounced onsite inspection to the child care family home of Ms. Bockstanz. There were two children present and they were getting ready to go play outside. Ms. Bockstanz denied threatening Child A and Child B's Father. She indicated that she and him did have a conversation about Child A, and both of them did get upset and she may have raised her voice. Ms. Bockstanz reported this all started on Monday 05/09/2022 evening at pick-up. Child A and Child B's Father was the last to pick up, so they were talking and walking out to his car. He put Child A into her car seat and was examining Child A's head and pointed out something near her eyebrow. Ms. Bockstanz did not see any mark and she did not recall Child A having a mark near her eyebrow during the day. Child A does have a disease that causes brittle bones, Ms. Bockstanz reported she is always very careful and watches over Child A at all times because Child A can get hurt very easily due to her health issues. She always reminds the children to play nice with each other and be gentle. She reported that Child A and Child D play together often, get along very well, and that Child A and Child D love each other. Ms. Bockstanz did recall a time Child A and Child D were playing and Child D pushed Child A and Child A fell. She watched Child D very closely the rest of the day as Child D was having a bad day and having some behavior issues, but Child D is normally great and does really well with everyone. Child A did not appear to have any injuries or marks from the fall. Child A talked about being pushed for a while after it happened but went right back to playing with Child D and other children. Tuesday (05/10/2022) morning Child A and Child B's Father returned to drop off Child A. He brought up that Child A said a child pushed her. Ms. Bockstanz explained to him that she is always supervising Child A and careful with her due to her health issues and that the children sometimes play rough. Then the conversation 3 escalated. Child A and Child B's Father ended up walking out with Child A and her things and said she would not be returning. Ms. Bockstanz reported she did say "well then you will have a fight on your hands," meaning that Child A and Child B's Mother would not have wanted the children pulled from child care as they would now have to find a new child care home/center and they had just approved and established child care payments with Michigan Department of Health and Human Services. She indicated it was not literal and she would never threaten someone as that is not in her nature. Ms. Bockstanz
