The Child Care Licensing Bureau finds that all of the individuals are conducive to the welfare of children.

Based on interviews with program staff and parents, incident reports are only being filled out for serious injuries and incidents. The program's notification of accidents policy in the parent handbook stated that incident reports will be filled out and sent home for minor injuries such as minor scrapes and cuts.
