On 04/04/2023 I conducted an unannounced onsite obtained child information cards and attendance. ere were four children present with licensee, Ms. Childs. The allegations of the complaint were discussed with Ms. Childs. Ms. Childs admitted that she does take the children into the bathroom to talk with them when disciplining them and sometimes gives them a "swat' with her hand. She admitted that she did take Child A into the bathroom on 04/03/2023 to talk with him about his behavior as he was "irritating" his sister Child B, and Ms. Childs did give Child A a "swat" with her hand, on his clothed one time. ~ It should be noted that Ms. Childs indicated that at times her , assists with caring for the child care children if she has a late appointment, and she has a 1 , Supervised Volunteer (SV), that comes once a week to observe her child care as SV and is exploring whether she wants to work in a child care when she is older. Ms. Childs reported that SV is not being used in the role of a child care assistant. On this same and I went to the home of Child A, Child B, and Cdhial R C.F W"e interviewed Child Child B, and Child C's Mother and forensically interviewed Child B. Child A, Child B, and Child C's Mother did have concerns with the care and supervision at the child care home. Her children reported to her that Ms. Childs takes them into the bathroom and/or laundry room and spanks them with a paddle. The other children are left unattended when she does this. Child A was just taken into the bathroom as recent as 04/03/2023 and spanked for putting a towel in his sister's food. Child B told her she watched Ms. Childs grab the paddle from the 4 laundry room and take Child A into the bathroom and shut the door, leaving Child B and the other child care children unattended in the kitchen. Child B was forensically interviewed. She was able to tell us the different between the truth and a lie. She agreed to tell only the truth, and to tell us if she did not understand what we were saying, and to correct us if we say something wrong. Chilc B talked to us about her favorite colors (pink and purple), identified who her siblings were, and told us she "goes to school, but school is closed" (It was spring break for their school district). We asked her if she goes anywhere else besides school and she said, "I don't go to Ms. Dawn's, she spanked when I listen." Child B indicated "Ms. Dawn" lives somewhere else, in a blue house (Note: Ms. Childs home is blue). Child B reported that on Saturday Ms. Childs spanked her in the bathroom and the hallway with a paddle. Child B was asked to describe the paddle, and she said, "it looks like a big square and big oval. The color is white." Child B used her hands to draw a square in the air and an oval shape while describing it. She reported that Ms. Childs keeps the paddle in her laundry room. Child B indicated Child A and Child C also get spanked and put in time out if they get in trouble and that Ms. Childs makes them go in the bathroom or laundry room. RMI Pi Ml i On 04/12/2023 and I conducted parent interviews. We spoke with Child G, Child I, Child J, and Child K, Child N and Child O's parents. Left voice mails for Child H, Child K, Child L and Child M's parents. Child D and Child E's Mother and Father did not have concerns with the care and supervision provided by Ms. Childs. They reported that both of their children have attended since they were infants and they have never had issues and Ms. Childs is "great" with the kids. Child F and Child G's Mother did not have concerns with the care and supervision provided at the child care home. She has been using this home for care for over five years. Child I and Child J's Mother indicated she had "zero" concerns with the care and supervision at the child care home. She reported that she has known Ms. Childs for a number of years and attended her child care as a child herself. Child K's Mother had no concerns with the care and supervision provided by Ms. Childs

On 04/04/2023 I conducted an unannounced onsite inspection to the child care home of Ms. Childs with . I obtained a copy of the child care home discipline policy. Ms. Childsadmitted that she does take children into the bathroom and sometimes gives them a "swat" with her hand. She admitted there was a paddle, but that she never used it to spank the children, just threaten them with it. Ms. Childs indicated she shows the paddle to the child and says, "I really want to use this on you, but I can't." We asked her where the paddle was located, and she said she did not know. She also said it was in the laundry room but was not sure where in the laundry room. During this inspection, Ms. Childs changed her story about the paddle several times. She then denied there was a paddle and said she had no idea what the children would be talking about, and then talked about showing the children a wooden spoon and telling them this is what people used to use to spank kids. Ms. Childs denied spanking Child B and Child C on 03/31/2023 but admitted she has spanked them in the past. She also admitted she had shown Child B the paddle once in the past, but never used it on her, later denying the paddle all together. She admitted to spanking Child A in the bathroom but denied using a paddle. She reported that she brought him into the bathroom to talk to him about "irritating" Child B, and "swatted" him on his one time, with her hand. Ms. Childs reported that she usually disciplines children by sending the children to bed for five to ten minutes or taking away a toy for a few minutes. She indicated Child A, Child B, and Child C are the only children she has ever "swatted" as they are very difficult children and cause the most trouble. She indicated only in the past few weeks has she ever "swatted" these children and maybe only once each child. I reviewed the discipline policy for the child care home. The policy says that children will be treated with respect and that Ms. Childs will try to direct behavior by giving simple directions in a gentle and caring tone. Ms. Childs uses redirection and praising positive behaviors. Techniques Ms. Childs "does not like to use" are spanking, threatening or shaming a child, slapping, soap in the mouth, or withholding food or things that are good for them or that they need. I advised Ms. Childs that her discipline policy should not have the wording "I don't like to use" for physical discipline, threatening children, or withholding their needs, and should instead have 7 the verbiage that those are prohibited methods of discipline and will not be used. Ms. Childs agreed to change her discipline policy. On this same day and I went to the home of Child A, Child B, and Child C. We interviewed Child Child B, and Child C's Mother and forensically interviewed Child B. Child A, Child B, and Child C's Mother did have concerns with discipline at the child care home as her children had reported to her that Ms. Childs had spanked them with a paddle. On 03/31/2023, Child B and Child C were spanked, leaving a bruise on Child C's Child C indicated that Ms. Childs used a paddle to spank her. On 04/03/2023, Ms. Childs took Child A into the bathroom and spanked him with a paddle. Child B told her that she watched Ms. Childs grab a paddle from the laundry room and then took Child A into the bathroom and shut the door. Child B also told her mother she could hear the sound of the paddle hitting Child A. Child B has mentioned in the past that Ms. Childs spanks the children when they get in trouble. Child A, Child B, and Child C's Mother reported that Child B described the paddle to her as a big white square with an oval on it, and the other day Child A saw a piece of flooring tile and called it a paddle. Child B was forensically interviewed. She was able to tell us the different between the truth and a lie. She agreed to tell only the truth, and to tell us if she did not understand what we were saying, and to correct us if we say something

On 04/03/2023 , and I conducted an unannounced inspection to the child care home of licensee, Ms. Childs. Ms. Childs was asked about using a paddle to spank children. She changed her story several times, two of those stories being that she uses a paddle or a wooden spoon to threaten using them on the children, but not actually using it. Ms. Childs indicated the children "take turns" using the crib or sleep on the floor. One infant child was observed sleeping in a bouncy seat.
