During the onsite inspection on July 28,2022, licensee Melisa Killgrove reported that child care staff member Crystal Villareal has been employed for 5 weeks. She stated that Ms. Villareal had background checks completed prior to caring for children and she has been found eligible. She stated that Siera Killgrove who has been employed since May 2022, has also had background checks completed and has been found eligible. Ms. Killgrove stated that Siera Killgrove has not yet begun working in the home. I reviewed the child care background check system and found that both Crystal Villareal and Siera Killgrove have been found eligible and are connected to the child care home as child care staff members.

Ms. Killgrove stated that both child care staff members Crystal Villareal and Siera Killgrove have completed CPR, First Aid and blood borne pathogen training. Both child care staff members have also completed child abuse and neglect training as well as safe sleep and shaken baby training prior to caring for children. Neither of the child care staff members have been employed for 90 days yet. During the onsite inspection on July 28, 2022, I reviewed the child care staff members records which showed that both Crystal Villareal and Siera Killgrove 3 completed CPR, first aid and infectious disease training, child abuse and neglect training as well safe sleep and shaken baby training.

Licensee Melisa Killgrove denies ever caring for more than six children in her family home. She stated that she only has six child care children enrolled however, child care staff member Crystal Villareal has a 10-year-old son who is in the home every other week. Ms. Killgrove also has a great nephew who is 8 years old who visits the home from "time to time" and stays overnight. Child care staff member Crystal Villareal stated that there are never more than six child care children in the home. Ms. Villareal stated that her 10-year-old is sometimes in the home as well as Ms. Killgrove's nephew who is 8 years old. Child A's Mother stated that she has used Ms. Killgrove's child care services for three different children for 18 or 19 years. At most there are five to six children in the home at a time. Some of the children are in care part-time so she doesn't always see the same children. During the onsite inspection on July 28, 2022, Ms. Killgrove was present with six children. I reviewed the attendance records for the week of July 25, 2022. Each day there were no more than six children present during this time frame.

Ms. Killgrove stated that she has two German Shepherds in the home and child care staff member Crystal Villareal has a German Shepherd which is her service dog that she brings to the home when she works. Ms. Killgrove stated that she has had her two dogs for two years, the dogs are friendly and been through obedience training. She stated that her dogs are never aggressive and have never bit anyone. Ms. Villareal's dog has been trained as a service dog and is also not aggressive. Ms. Killgrove has informed parents of children in care about Ms. Villareal's dogs being in the home and all of the parents were fine with it. Ms. Killgrove also notifies parents of the pets in the home by way of the child in-care statement form. Ms. Villareal stated that she has personally trained Ms. Killgrove's two German Shepherds as well as her own German Shepherd in her busy as a dog trainer. She stated that none of the dogs are aggressive and not a threat to anyone especially to children. She stated that none of the dogs have bitten anyone. Child A's Mother stated that he has never had any issues with the dogs in the home. She stated that if anyone is afraid of the dogs Ms. Killgrove will put the dogs upstairs or in a crate. She stated that she would never leave her children in Ms. Killgrove's care if there was ever a problem, and she would recommend her to anyone who needed child care. During the onsite inspection on July 28, 2022, I along with child care licensing consultant Timothy Swope observed Ms. Killgrove's two German Shepherds in the home. Ms. Villareal was not at the home with the third dog at the time of the onsite inspection. The two German Shepherds in the home were friendly and interacted with Mr. Swope as well as the children in the home who were not afraid of the dogs.
