Ms. Keagle contacted me on October 26, 2020, to self-report that two children were found around the side of the pole barn with their . On October 28, 2020, I called Ms. Keagle to clarify some information and to ask additional questions. Ms. Keagle reported that she had been inside making lunch. Two child care staff members were outside with 12 children. They were all in the driveway watching large trucks work on the road. The two child care staff members were standing in the driveway to assure that the children did not get too close to the street. Ms. Keagle stated that Cheryl Lovett, child care staff member, came in to tell her that she needed to come out and talk with two of the children. She informed Ms. Keagle that she found the children behind the pole barn with their and that the children said they had been "kissing body parts." Ms. Keagle said she calmly talked to each child separately. They both said they rode around the track and would get off their bikes and kiss a body part. The first time they kissed foreheads. The next time around they kissed noses. They worked their way down their bodies to . It is unclear if the children actually kissed on the - area. Because it was already later in the day, Ms. Keagle said she informed both families of the situation at pick up. I conducted a telephone interview with Child A's Mother. She was very cooperative and calm. She had discussed the situation with Ms. Keagle and later with her . Child A's Mother related the same story as Ms. Keagle. Child A told her that they would ride their bikes around the barn and kiss a body part. They worked their way down the body. When Child A's Mother asked why they did this, her responded, "I don't know. We just did." Child A's Mother did not feel there was anything sexual about the interaction. On November 2, 2020, I made an unannounced onsite inspection to Ms. Keagle's home. Ms. Keagle was on vacation. Ms. Keagle had informed me she was taking a vacation and I had forgotten that it was this particular week. Ms. Cole and Ms. Lovett were outside with 12 children. They were appropriately supervising the children. I did not want to take them away from the children, so I did not interview the child care staff members at that time. I observed the track that goes around the pole barn and timed one child riding around the track. This child was fairly fast and went around in about a minute. On November 17, 2020, I conducted another onsite inspection. Ms. Keagle and Ms. Cole were cleaning. The child care was closed due to a COVID exposure. I interviewed Ms. Keagle and Ms. Cole from outside the doorway. Ms. Keagle added that neither child is - her child care at this time. Dawn Cole, child care staff member, stated that she and Cheryl Lovett were supervising the children outside. All of them had been in the driveway watching 3 large trucks as the road was being repaired. Two of the children left the group and got on riding toys and rode around the pole barn. There is a paved track that goes all around the pole barn. Both child care staff members, Dawn Cole and Cheryl Lovett, were aware that Child A and Child B were riding around the track. The child care staff members were watching for them to come back around each time they went by. After the children went by on one occasion, Ms. Lovett went looking for them because she thought they should be back around. It takes approximately 1-1.5 minutes to ride around the track. Ms. Lovett came around from the pole barn with the children. Ms. Lovett told Ms. Cole that she needed to take the two children inside to see Ms. Keagle. When Ms. Lovett came back outside, she told Ms. Cole she saw the children with their and that the children said they were kissing body parts. Ms. Cole said she has never seen any behavior from either Child A or Child B that would indicate any inclination towards inappropriate behavior.
