I completed an unannounced on-site inspection to the center. The center is approved to care for children ages birth to 6 years. During the on-site inspection, there were six staff members at the center. All the staff members were wearing masks. I observed several postings inside the center indicating that mask wearing was mandated by the Gods Garden Board for all staff and parents. I interviewed program director, Ms. Khon. She stated that the staff are told to wear masks, and that they do wear masks. In the past, there was one staff member that refused to wear a mask, and she no longer works with the children. If someone observed the staff members not wearing their mask correctly, it is because the staff are eating, drinking, outside, or if a child pulls the mask down unexpectedly. Ms. Khon indicated that there has been some confusion on when staff are required to wear masks as outlined in the Epidemic Order issued by the Department of Health and Human Services. Specifically, Ms. Khon believed that if the staff can socially distance while inside, they did not have to wear a mask. She also believed that the exemption of not needing to wear a mask around someone who is deaf, deafblind, or hard of hearing and whose ability to see the mouth is essential to communication, would also include caring for infants and toddlers. I provided Ms. Khon with a printout of the current face mask regulations and face mask exemptions as found on the department's website. I provided her with clarification that while inside, the staff are required to wear masks even if they can socially distance. I provided clarification that masks are still required outside if the staff are not able to socially distance from the children or each other. I provided clarification that staff caring for infants and toddlers that are not considered deaf, deafblind, or hard of hearing would not be exempt from wearing masks. Ms. Khon expressed an understanding of this clarification. Ms. Khon indicated that a few of the staff are in the process of obtaining written doctor statements giving them a medical exemption from wearing a mask. Ms. Khon stated that the center staff would continue to follow the mask wearing order, despite concerns that the children will have increased developmental delays with learning language and delays learning emotional cues. She also had concerns regarding the possible health risks that may occur from wearing masks for extended periods of time. I interviewed the other five staff members present at the center including Ms. Nichols, Ms. Martin, Ms. Kegerreis, Ms. Brant, and Ms. Thompson. The staff members have been told by their administration that they must wear face masks. The staff members believe that the center staff do a good job wearing masks. None of the current staff are refusing to wear a mask. Ms. Nichols and Ms. Kegerreis indicated that in the past, there was one staff member who refused to wear a mask, and that this person is no longer working with the children. Ms. Nichols expressed concern that some of the children fear the masks. The five staff indicated that if someone has observed them not correctly wearing a mask, that it was when they were eating, drinking, or if a child unexpectedly pulled down their mask. Ms. Nichols stated that on one occasion, she was holding two infants at the same time. A parent walked into the room just as one of the children pulled down her mask. In that 3 moment, she was unable to immediately pull up the mask as she was holding two children. I interviewed licensee designee, Ms. Williams. She believes that the center is now in compliance with the mask wearing requirements. In the past, a couple of parents expressed concerns about the staff not wearing masks correctly, and she immediately addressed those concerns.
