R 400.8125 · R 400.8125 Staff; volunteer; requirements. (1) All staff and volunteers shall provide appropriate care and supervision of children at all times.

CCSM 1 did not provide appropriate care and supervision to Child A. CCSM 1 wrapped her hands around Child A’s wrists as Child A dropped weight. CCSM 1 maintained her hold on Child A’s wrists as he struggled to run away and repeatedly dropped his weight to the ground. CCSM 1’s handling of Child placed him at risk of shoulder, arm or wrist injury. CCSM 2 did not provide appropriate care and supervision to Child A. CCSM 2 repeatedly placed Child A at risk of injury to his shoulder, arm or wrist by holding Child A by his wrists with his arms over his head as he dropped his weight to the ground. CCSM 2 pushed Child A’s face down and dragged Child A down the hallway by the hood of his jacket several feet when Child A refused to pick up his feet to walk down the hallway. Witness 3 observed Child A to kick CCSM 2 in the shin, then CCSM 2 kicked Child A back in the lower leg three to four times.

R 400.8140 · R 400.8140 Discipline. (2) All of the following means of punishment are prohibited: (d) Inflicting mental or emotional punishment, such as humiliating, shaming, or threatening a child.

CCSM 1 and Ms. Miler have heard CCSM 3 use threats of physical discipline towards children. CCSM 2 admitted she has threatened to use physical discipline with children.
