On 8/10/23, I made a telephone call to Child A’s Mother via telephone. Child A’s Mother informed me that Child A was enrolled at the summer camp program for approximately one month. At the time of enrollment, Child A’s Mother said she made the center aware of Child A’s disability; she further explained that Child A is autistic however is verbal and very intellectual, however when it comes to social and emotional situations he is behind a few years. Child A has talked to her about child care staff members he disliked. Child A’s Mother explained to Child A that the center cannot just change child care staff members he dislikes. Child A’s Mother said last week, the child care staff members pulled Child A into their office by himself and questioned him about something he did outside on the playground, this caused Child A a lot of emotional distress for no reason. Child care staff member 6 (CCSM 6) pushed Child A off the table when he was sitting on top of the table. Another child care staff member gave him permission to sit on top of the table. When Child A becomes upset or emotional, the child care staff members tell Child A to get over it. On 8/9/23, Child A’s Mother said Child A got into trouble for taking a rock out of a tree while playing outdoors. When he went to put the rock back into the tree, Child A tried to explain to the child care staff member that another child care staff member told him to do it. The child care staff member replied by telling Child A that she is 3 “tired of his attitude.” There are child care staff members who have their own children attend care at the center. The child care staff member confronted Child A when he said the child care staff members daughter kicked him. The child care staff member said her daughter didn’t kick Child A but rather put her foot on him to push him away. Child A’s Mother said the child care staff members spoke with him without Child A’s Mother being present; Child A felt outnumbered and targeted. During the meeting, the child care staff members told Child A that he need to get over how a child care staff member treated him. The child care staff members would not allow Child A to call his mother unless he first told them why he was going to call her. On 8/10/23, I conducted an unannounced onsite inspection to the center and interviewed Ms. Lori Jonas, program director. I informed Ms. Jonas of the complaint. Ms. Jonas confirmed Child A attending care at the center but denied herself or any child care staff members mistreating or treating Child A unfairly due to him being Autistic. Ms. Jonas confirmed Child A’s Mother making the center aware of Child A’s disability at the time of enrollment. Ms. Jonas also conformed Child A being enrolled into care for approximately one month. During that time, a lot of the child care staff members had a difficult time working with Child A because they would constantly have to stop teaching the class to redirect him when they said something he didn’t like because he would tell them that he was going to tell his mother. Child A would tell the child car staff members that you cannot do that to me. Child A would only tell his mother part of the situations that took place, instead of telling her the entire situation. Ms. Jonas said she spoke with Child A’s Mother regarding his behaviors. The child care staff members were moved around to try and accommodate for him to have someone he felt comfortable with. Ms. Jonas said a lot of the child care staff members that worked with Child A were very experienced and had a lot of experience working with children with disabilities. When this was explained to Child A’s Mother about Child A only giving her bits and pieces of what actually took place, Child A’s Mother informed Ms. Jonas that Child A would not lie to her. Child A’s Mother said the child care staff members need additional training on how to work with children that have special needs. Child A’s Mother felt the center was run very unprofessional.

Water samples were collected on July 11, 2023, and the Jackson County Health Department determined that the child care center was in violation of the Safe Drinking Water Act maximum contaminant level, as water samples tested positive for E. coli bacteria.

Water from sinks was not safe for food preparation, drinking, hand washing or dish washing.

CCSM 4 provided appropriate care and supervision of Child A when she was upset in a high chair and CCSM 4 placed her hand behind Child A's shoulder, talked to her, and attempted to soothe her. Child A eventually calmed down and then ate her food.
