R 400.1911 · R 400.1911 Care; supervision; children. (1) A licensee shall ensure appropriate care and supervision of children at all times.
On 06/29/2021, I conducted a phone interview with the complainant. She works night shift with the occasional first shift meaning Child A, is dropped off at Ms. Lantrip's at approximately 9:30pm and is picked up at approximately 2:00pm the following day depending on whether or not working first shift is mandated. For approximately three weeks, Ms. Lantrip did not greet the complainant or Child A at the door at drop off or pick up time; the Minor Household Member (MHM) did. Child A was frequently still in her pajamas and her hair was not brushed at the 2:00pm pick up time. 2 Ms. Lantrip lives in a two-story home. She has had ongoing health problems and recently hurt her back. Ms. Lantrip told the complainant that she was having back problems, consequently, she would stand at the top of the stairs when Child A arrived. The MHM would meet Child A at the door and the complainant was to "Give a quick shout" when Child A arrived. The complainant was told that "if that's a problem, you can take her elsewhere." According to attendance records reviewed, Child A was in Ms. Lantrip's care from 10/22/2020 to 06/24/2021. At the time of the inspection, Child A was no longer in Ms. Lantrip's care. Ms. Lantrip conducts overnight care on the second floor of the house. Child A goes upstairs upon arrival. A snack is provided while watching approximately half an hour of television and then Child A and the MHM go to bed in separate rooms on the second floor. Ms. Lantrip's bedroom is also on the second floor. An inspection of the second floor was conducted at the time of the on-site inspection. Texts between Ms. Lantrip and Child A's mother were reviewed to ensure the accuracy of the interview. Ms. Lantrip felt that Child A changing out of her pajamas was optional while in care as Child A was old enough to make that decision on her own.
