An anonymous complaint was submitted on 02/19/2021 stating that Ms. Ricketts takes extra children on days that the local public schools are closed putting her over her licensed capacity of 12 children. During the on site inspection conducted on 02/23/2021, Ms. Ricketts stated that her two school-age children, ages 7 and 11, were frequently home due to the local school being closed for Covid quarantine. On 02/15/2021, her 11-year-old child had a friend at the house. Ms. Ricketts also has two children ages 2 and 3 who were in attendance on 02/15/2021 for a total of 13 children who counted in the licensed capacity of 12 child care children. Ms. Ricketts' husband is self-employed and works from home. An interview with Mr. Ricketts confirmed this fact. He also confirmed that he takes care of the two school-aged children, their friends, as well as the 3 year old when necessary. Consequently, Ms. Ricketts was not over capacity or out of ratio on 02/15/2021. 2

(3) A licensee shall make a verbal or email report to the department within 24 hours of notification by a parent that a child received medical treatment or was hospitalized for an injury, accident, or medical condition that occurred while the child was in care.
During the on site inspection, Ms. Ricketts stated that she moved a section of the couch away from the radiator (that does not work) so that the children could sit on it and watch a movie before nap. Child A ran into the room where the couch was and tripped over a toy, banging his head on the radiator causing a cut on the child's forehead. Ms. Ricketts texted his mother. The mother arrived approximately four minutes after the incident and "put special glue on it." Ms. Ricketts stated that Child A's mother said Child A was fine. Child A's mother did not tell Ms. Ricketts if she later took Child A child to the emergency room.
