On 06/08/2023, I completed an onsite inspection. I interviewed program director Ms. Katie Johnston, licensee designee Ms. Amber Wilson, and CCSM1. Ms. Johnston stated that on May 10, 2023, Child A began the day in classroom 13. Approximately two hours into the day, he was moved to classroom 15 because there was a child in classroom 13 who had significant behavioral problems, and he was targeting Child A. Child A spent the remainder of the day in classroom 15. Ms. Kirsten Lambert is the program director for GSRP classrooms 13 and 15. Ms. Wilson stated that she received a message from Child A's Mother on 06/05/2023 stating that Child A had wet the bed twice, and this is not typical for him. While Child A's Mother was talking to him, he stated that another child had touched his genitals in the bathroom on the last day of school. Child A's Mother stated that the incident happened on 05/10/2023. Ms. Wilson shared that Child A began the day in classroom 13, but he was moved to classroom 15 at 9:25 am. Ms. Wilson stated that Former CCSM1 was the lead caregiver in classroom 13 on the day that this incident was reported to have occurred. Ms. Lambert, CCSM1, and CCSM2 worked in classroom 15 on May 10, 2023. Ms. Wilson stated that classrooms 14 and 15 share a bathroom. There are four toilets with half doors and a sink in the bathroom. There is a door on each end of the bathroom with a curtain. Ms. Wilson stated that the curtains remain open at all times except for rest time because the light in the bathroom cannot be shut off. Children will generally use the bathroom before rest time. Four children will go into the bathroom at 4 the same time, and there is always a child care staff member standing at the entrance. Child A would not have a problem telling a staff member if something happened, and he never said anything. Ms. Wilson believes that Child A's Mother thinks that Child B (four- year-old, female) inappropriately touched Child A. She stated that Child B does have some behavior problems, and she has hit and kicked other children in the past. On one occasion Child B "mooned" some of the children, but that was addressed, and nothing like that has happened since that time. Due to Child B's behaviors, she is very closely monitored by CCSM3, or another child care staff member. Child B is never in the bathroom alone. Child B is in classroom 14, and children from the two classrooms do not use the bathroom at the same time. Ms. Wilson also noted that Child B is usually the first one to fall asleep, and the last one to wake up. Ms. Wilson stated that she had not had any issues with Child A's Mother until 05/16/ 2023. Ms. Wilson received a text message from Child A's Mother stating that Child A told her that he was in Ms. Lambert's classroom every day. She stated that she was upset that she had not been informed that Child A had been moved from Former CCSM1's classroom. Ms. Wilson apologized to Child A's Mother about her not being informed that Child A had been moved from classroom 13 to classroom 15, and she assured her that, in the future, any changes would be communicated to her in a timely fashion. After this interaction, it seemed that Child A's Mother was upset with the center in general. Ms. Wilson explained that Former CCSM1 was the lead caregiver in classroom 13 until 06/01/2023. CCSM1 stated that she is a floater, and she works in classrooms 14 and 15. On 05/10/2023, she was in classroom 15 with Ms. Lambert and CCSM2. Child A seemed to have a good day. He did not seem upset by anything, and he did not report that anything had happened. CCSM1 stated that the curtains on the bathroom doors are always open unless it is rest time. When children use the bathroom, there is always a child care staff member standing by the door. She stated that children will usually use the bathroom before rest time. CCSM1 stated that she does not think that Child A would have a problem telling a child care staff member if he had been touched inappropriate
