CCSMs did not always provide appropriate care and supervision of Child A and Child B. Child A said Child B's put his head in her crotch and Child B said Child A was rubbing his inner thigh while at the child care program. CCSMs did not know the incidents occurred until they were informed by Child A and Child B's parents.
