    R 400.8125 · R 400.8125 Staff; volunteer; requirements. (1) All staff and volunteers shall provide appropriate care and su ervision of children at all times.

    On 09/19/2022, Complainant received calls and text messages from childcare staff member (CCSM) Ms. Stephanie Oxendine while she was working at the facility. It is alleged the calls are of an "harassing" nature. According to Complainant, the calls have been ongoing for weeks and typically take place while she's in the classroom with several children. Children can be heard in the background, and they are not being supervised. Complainant has not called law enforcement or reported the incident to the center. I requested a copy or to listen to any messages, but nothing has been received. On 09/27/2022, I conducted an unannounced investigation at the facility and interviewed program director Nawal Alsaeed. She was not aware of Ms. Oxendine making any calls while in the classroom or harassing anyone and finds the allegation hard to believe. Ms. Oxendine has never received any complaints while working at the facility. Ms. Alsaeed is aware of Ms. Oxendine having some custody issues with her children's father and the facility being vigilant of his coming to the location. She believes he made up the allegation to hurt her. Ms. Alsaeed also stated, no staff are permitted to use their personal phones while in the classroom and the rule is strictly enforced. Staff may use them during personal breaks and lunch times only. She has no reason to believe Ms. Oxendine violated the rule. She is a good employee and always focuses on the children. On 09/29/2022, I interviewed child care staff members (CCSMs) Stephanie Oxendine and Brian Zeoli. Ms. Oxendine denied the allegation and stated she would never harass anyone and does not use her phone while in the classroom. Her focus is always on the children, and she would do nothing to jeopardize her job. Ms. Oxendine believes she knows who made the complaint and wants him to show proof of the calls or text messages. Mr. Zeoli is the lead teacher in the classroom with Ms. Oxendine. He states she is always professional and good with the children. He has never observed her using the phone during any classroom time.
