Program staff provided appropriate care and supervision to child care children. The child care center has a separate entrance from the church entrance. Church staff and visitors do not have access to the child care center. Person 1 did not have access to child care children.

There were 7 infants and only one caregiver in the classroom for approximately 20 minutes.
On 07/09/2021 I contacted complainant regarding the allegations. Complainant stated the infant room 101 A/B is always over ratio. Complainant could not give specific dates except for 07/09/2021. Complainant stated the room is only approved for 6 infants and there are up to 8 infants in the room with only one caregiver. Complainant stated there are many staff members who quit because they are stressed out with the shortage of employees. On 07/09/2021 I reviewed the most recent modification for Georgetown Christian Preschool and Learning Center completed on September 2, 2016. The infant room 101A/B has an approved capacity for 7 infants. 2 On 07/13/2021 I completed an unannounced visit to the child care facility. I met with Program Director Deb Kennedy. Mrs. Kennedy stated she is not aware of any days or times that the infant room has been or is out of ratio. Mrs. Kennedy stated they do a good job with staffing the infant rooms and if something were to happen, they would have another approved staff member come assist where they are needed. Mrs. Kennedy stated infant room 101A/B has been approved for 7 infants. Mrs. Kennedy stated if they have over 4 infants in the room, they always have another staff member to remain in ratio. Mrs. Kennedy denied they are ever over the room's capacity of 7 infants. Mrs. Kennedy stated they are enrolling new infants to start in the fall when children are promoted to move to other classrooms. This allows the correct ratios in each room. I interviewed staff member Lora Jacobsma. Mrs. Jaconsma stated she has been working at the center for approximately 4 years. Mrs. Jaconsma stated she works 3 days a week from 6am-10am or 12pm in the summer. Sometimes she will work longer when needed. Mrs. Jaconsma stated she has not noticed the infant room being over capacity while she is working. She stated if there are more than 4 children in the room, there is always another care giver. Mrs. Jaconsma stated she has not seen the room have 8 infants in it. She stated she knows a few employees just quit, and they might be upset. Mrs. Jaconsma stated attendance is taken in each classroom on a clipboard. I interviewed staff member Erin Schaap. Ms. Schaap stated she was just hired at the center on 7/7/2021, so she is new. Ms. Schaap stated she has not seen the room out of ratio. She stated she has not seen the room have more than 7 babies. Ms. Schaap stated if the room has more than 4 babies, they have another staff member in to maintain ratio. I interviewed staff member Hannah Friar. Mrs. Friar stated she has worked at the center for almost 3 years. She stated the infant room is normally in ratio and there are not many concerns with maintaining ratio. She stated the room has not had more than 7 babies in it at once. Mrs. Friar stated that last week on 7/9/2021 the infant room was over ratio because there was only one staff member to 7 infants. The overage was for about 20 minutes. Another staff member from another room was pulled over to assist. Mrs. Friar stated there has been some recent turnover from staff who are overwhelmed. Mrs. Friar stated she has not seen the room over ratio besides the previous week. Mrs. Friar stated she knows they are enrolling new babies, but there are changes with other children who allow for new babies to start. Mrs. Friar showed me the attendance sheet from the previous week. On 7/9/2021 there were 7 infants enrolled in the room and only one staff member. I interviewed staff member Deanne Castor. Mrs. Castor stated she was on vacation the previous week and was not at the center. Mrs. Castor stated she did hear that the infant room was out of ratio, but she only heard the rumor. She was not present for it. Mrs. Castor stated the infant room is normally staffed with 2 staff members, but recently 3 employees quit. Mrs. Castor stated the center does a good job of helping 3 each other out if a room has a need. She stated the infant room has never had more than 7 infants in it from what she
