    On 05/16/2023, I spoke to the complainant, who stated that Child A had marks on both arms that appeared to be a thumb print. No further information was provided. On 05/16/2023, I spoke to Child A's mother via telephone, and she stated Child A started at Zina Pettit's child care on 10/31/2022 and attends Monday through Friday. Child A's mother stated she is the only one who picks up and drops off Child A. On Friday, 05/12/2023, Child A wore a short sleeve shirt to Ms. Pettit's, and around 4:30pm was picked up by her. She stated they went directly home, and when they arrived at home, Child A's mother brought paints outside for Child A to use while she changed the oil on her vehicle. Child A's mother stated they were outside for approximately two hours, and she then took Child A in to have a bath due to having paint all over. When Child A was getting into the bath, she noticed marks on both of Child A's arms. One of the marks resembled an indent of a ring. Child A's mother stated she immediately got up and went into her living room and asked her sister and a friend who was at her home if they have any rings on and looked at their hands. She stated she then went back to Child A and said to her, "Oh, those look like they hurt". Child A's mother stated that Child A said, "Zina picked me up and put me in a play pen". Child A's mother then stated that she asked Child A why she was put in a play pen, and she was told it was because Child A wanted to watch for "mommy's car". Child A's mother stated Child A then told her that Zina scratched her arms. She did not further the conversation and just got Child A dressed. Child A's mother stated she initially texted CCSM 1 and asked her what happened with Child A today. CCSM 1 did not respond, so Child A's mother then called her 3 and CCSM 1 did not answer. Child Xs mother then called Ms. Pettit, and she did not answer, so she texted her and asked her what happened to Child A. Child A's mother stated that Ms. Pettit denied anything happening to Child A and denied having any camera footage to show her. Child A's mother was then immediately removed from the Facebook group they have and was told that Child A was terminated from the program. She stated she was desperate for childcare and that is the only reason Child A ever attended the home childcare. Child A's mother stated she has multiple pictures of the marks on Child As arms, and she sent them via text message to me. The pictures have been uploaded to the file. The pictures show red marks on both Child A's left and right arms directly above the elbow and on the inner part of her arm where it bends at the elbow. The marks are red, and no bruising appears to be on either arm. Child A's mother stated she filed a police report at the The complaint numbeerr s Child A's mother stated that there have been issues at pick up and drop off recently and she thinks that this is why Ms. Pettit hurt Child A. She stated that during a pickup, she made a joke about Ms. Pettit's husband not being able to hear. The next day, Ms. Pettit acted mad at her during drop off and stated that Child A is manipulative and told me to never talk about her husband again. Since this occurred, lbs. Pettit has not spoken to her. Child A's mother could not give me a specific date of 'when this happened and stated it was about a week prior to this incident with Child A. On 0511712023, at 10:51 AM, and I made an unannounced onsite inspection at Zina Pettit's home. At thistime, we spoke to Ms. Pettit and CCSM 1. When we arrived at the home, no one was there. We noticed a park down the street and observed Ms. Pettit, CCSM 1 and children playing in the sand. Ms. Pettit stated that Child A's mother picked up Child A on 05/12/2023. Child A gave her the Mother's Day gift that she made while in care at Ms. Pettit's and then they left. Ms. Pettit stated there was never any issues or problems with Child A that day. lbs.
