    Southeast Early Childhood program is located in the former Southeast Elementary school building in a residential neighborhood in Howell, Mi. The building is owned by Howell Public Schools. There are two preschool programs housed in the same building: Little Highlanders and Southeast Early Childhood. Howell Public Schools is the licensee for Little Highlanders and Livingston Educational Service Agency (LESA) is the licensee for Southeast Early Childhood. On March 17, 2023, I received a telephone call from licensee designee, Ms. Candice Davies. Ms. Davies self-reported an incident that occurred on March 16 2023, involving child care staff member (CCSM) 1 and Child A (male ). Ms. Davies said she received a video from the Complainant. The video showed CCSM 1 and Child A were on the playground. CCSM 1 picked up Child A by the back of his coat. Ms. Davies said CCSM 2 was on the playground with CCSM 1. CCSM 3 was on break and was not present during the incident. Ms. Davies said CCSM I has been placed on administrative leave until the completion of the investigation. Ms. Davies said the class involved is a Head Start classroom. There is no class on Fridays. I informed Ms. Davies that the department received the complaint. and that I 's 3 Guardian earlier today and that they have a meeting at the LESA building at 1:00 P.M. On March 17, and I completed an unannounced on-site inspection. We2 in0te2rv3ie,w"teed mplainant and obtained footage of the recorded incident. The Complainant said she was not on the playground when the incident occurred. According to the Complainant, Witness 1 was on the playground and saw CCSM 1 drag Child A by his hood. Witness 1 told Witness 2 and Witness 2 told her. The Complainant said Little Highlanders and Southeast Early Childhood were on the playground at the same time. The Complainant said Witness 1 was not at the child care center today. During the interview, and I reviewed the video footage. I observed the following: On March 16, 2023 (Playground- CCSM 1 and Child A): 11:07:21 Child A is seen running away from CCSM 1. 11:07:23 CCSM 1 has Child A by the back of his coat with one hand and proceeds to walk. Child A's feet were on the ground. 11:07:28 Child A drops to the ground. CCSM 1 holds Child A's arm and pulls him up so that he's standing. CCSM 1 and Child A start to walk. 11:07:31 Child A drops to the ground. 11:07:35 CCSM 1 holds Child A's arm and they both walk. 11:07:39 Child A drops to the ground. CCSM 1 stops. Child A is seen lying down on the ground. 11:07:51 CCSM 1 picks up Child A by the front of his coat with one hand and carries him. Child A has his legs bent and off the ground. 11:07:59 CCSM 1 stops and places Child A on the ground. Child A faces the ground and lies on his stomach. Child A's legs were bent and off the ground for eight seconds. On March 17, 2023, and I completed a face-to-face interview with Child A, Child A's Guardian, and Ms. Davies. Ms. Sean LaRosa, LESA Assistant Superintendent for Early Learning, was also in attendance via Zoom. Child A's Guardian said Child A has been with her for seven months. Child A loves school and wants to go seven days a week. She said Child A loves to talk and may 4 make up stories. Child A's Guardian said Child A didn't say anything to her regarding the incident with CCSM 1. She was shocked when she found out. Ms. Davies said the , left prior to and my arrival.
