(4) If a center becomes aware that a staff member, volunteer, or child in care has contracted a communicable disease, then the center shall notify parents and provide all of the following information: (a) The name of the communicable disease the children were exposed to. On June 27, 2023, I completed an unannounced on-site inspection. I interviewed program director and licensee designee, Ms. Sara Cartwright, licensee designee, Ms. Melissa Sell, and child care staff members (CCSM), CCSM 1, CCSM 2 and CCSM 3, separately. CCSM 4 was absent. Ms. Sell said there have been confirmed cases of hand, foot, and mouth disease (HFMD) in the infant and toddler classrooms. She believes the first case was on June 1, 2023, in the Infant Too classroom. Ms. Sell said children who show any symptoms of HFMD are sent home. They are not allowed to return until the old blisters have scabbed over and no new blisters have formed. Ms. Sell said they do not allow children to return solely based on a physician's note. Before returning to the center, the director screens the child before deciding if the child may return. Ms. Sell said they follow the CDC guidelines and IXL child illness policy. The child care staff members and children are washing hands and avoiding close contact. They have also posted the Livingston County Health Department fact sheet at the entrance of the building and classrooms, which includes the name, symptoms, and preventive measures for HFMD. During the inspection, I received a copy of the child illness policy. The policy states that children with unknown rash, lesions or blisters are excluded from the center until they are no longer contagious. A doctor's note must state the diagnosis, treatment and when the child may return to the center. In the case of hand, foot, mouth or oral thrush, the child must be screened by a director prior to returning. A doctor's note is not accepted. The child care staff members are cleaning and sanitizing the toys, chairs, tables, diapering table, furniture, and cribs every day using the three-step method which includes washing, rinsing, and sanitizing with a bleach mixed solution. Toys that can be washed are placed in the dishwasher. Crib sheets are also changed and washed.
