MCL 722.115 License required; applicability; application; forms; investigations; on-site visit; issuance or renewal of license; investigation and certification of foster family home or group home; placement of children in foster family home, family group home, unlicensed residence, adult foster care family home, or adult foster care small group home; certification; criminal history check; "good moral character" defined. (2) A person, partnership, firm, corporation, association, nongovernmental organization, or governmental organization, except for the department of health and human services or a local 5 county department of health and human services office, shall not establish or maintain a child care organization unless licensed by the department. Application for a license shall be made on forms provided, and in the manner prescribed, by the department. Before issuing or renewing a license, the department shall investigate the applicant's activities and proposed standards of care and shall make an on-site visit of the proposed or established organization. Except as otherwise provided in this subsection, if the department is satisfied as to the need for a child care organization, its financial stability, the applicant's good moral character, and that the services and facilities are conducive to the welfare of the children, the department shall issue or renew the license. If a county juvenile agency as defined in section 2 of the county juvenile agency act, 1998 PA 518, MCL 45.622, certifies to the department that it intends to contract with an applicant for a new license, the department shall issue or deny the license within 60 days after it receives a complete application as provided in section 5b.
On 10/11/2022 I completed phone contact with licensee designee Chelsea Lofton. Ms. Lofton reported that she found out on 10/10/2022 that child care staff member (CCSM) Coral Shook was arrested on criminal charges of Criminal Sexual Conduct 1St degree (CSC 1s') with a minor child. Ms. Shook did not self-report, but another child care staff member told Ms. Lofton. Ms. Lofton reached out to the Hillsdale County Sheriff's office and was told that the Michigan State Police Jackson post was handling the investigation. She notified Ms. Shook today that she is not allowed to return to the child care facility until further information is obtained. She has not directly spoken to Ms. Shook about the arrest or the allegations and has no further information. Ms. Lofton denied any prior issues or concerns with Ms. Shook. On 10/13/2022 I competed phone contact with the Michigan State Police Jackson post administrative office. They confirmed that Ms. Shook was arrested on 10/10/2022. They indicated that the arrest charge was for a CSC 3rd degree filed in August 2022 with warrant issued in September for arrest. A report was on file but they could not provide further information without a Freedom of Information Act (FOIA)) request. On 10/13/2022 our department submitted a FOIA request to the Michigan State Police Jackson post. On 10/14/2022 I completed a virtual face to face interview with Ms. Shook. She reported that on 10/10/2022 she was arrested on an outstanding warrant for CSC 3rd degree. She had no idea there was a warrant and she was "blindsided" by the arrest. Ms. Shook stated that the allegations against her are false and are stemming from conflict she has with a former employer and friend. Ms. Shook stated that she worked at a salon from July 2022 through August 2022. Her best friend of the last two years was the manager at the salon. She was also good friends with her friend's husband and their kids. She did not really like working at the salon, so she quit in late August. Her friend was very upset with her for 3 quitting and took it personally. Once she decided to quit her friend has been mad at her and they have been not getting along or talking. Ms. Shook stated that during her friendship, she also became close with her friend's husband and their children. Her friend has two male children, one is 12 or 13 years old and the other is 15 or 16 years old. She has spent time with her friend's children both with her friend and husband and alone. She would be alone with their children when she would periodically take them to school, racetrack, or other activities. Her own younger children (3 and 4 years old) would also be present with her when she would have her friend's children. Ms. Shook stated that at times she would just take the oldest son to events, but they were always either in the car or in public and her children were present. Ms. Shook had no idea of the allegations until she was arrested and put in jail. She then found out while in jail that it was alleged that she had sexual contact with her friend's older child. She was not provided with any details or specifics. She denied any sexual contact or inappropriate contact of any sort with this child or any child. She has no idea if the child has made accusations or if this is all stemming from the parents. Ms. Shook expressed that her friend has not asked her about the allegations. She was completely "stunned and shocked" by the whole situation. She is not sure when it is alleged that she had sexual contact with the child. She has not seen her friend or the child since August 2022. Ms. Shook stated that she has never had any history of concerns with any children and had no issues with children at the child care. She has not yet spoken to anyone at the child care facility but was notified that she is temporarily suspended. She is planning to meet with her attorney later today regarding the criminal charges. On 10/17/2022 I received notification from Ms. Lofton that they are offi
