R 400.1931 · R 400.1931 Food preparation and service. (1) A licensee shall ensure that all of the following requirements are met: (a) Each child shall be provided with nutritional and sufficient food pursuant to the minimum meal requirements of the child care food program, as administered by the Michigan department of education. These minimum meal requirements are based on the dietary guidelines for Americans made by the National Academy of Medicine, which are available at https://www.fns.usda.gov/cacfp/meals-and-snacks. This subrule does not apply to children whose parents provide their food.
On June 22, 2023, I called the Complainant to discuss the allegations in the complaint. The Complainant stated Ms. Omar receives money from the food program and says she is providing full meals; however, the children only get things such as yogurt and broccoli for lunch. On June 27, 2023, I made an unannounced onsite inspection to the child care home of Hawa Omar. I made Ms. Omar aware of the allegations in the complaint. Ms. Omar denied not giving the children full meals. At the time of the inspection lunch was being prepared for the child care children. Ms. Omar served spaghetti with whole grain pasta, ground turkey, corn, and milk. Ms. Omar stated she is a part of the food program and follows the guidelines of the program for meals. Ms. Omar had the food program guidelines posted on the wall. Ms. Omar went on to say she serves the children a lot of fresh fruits, they have had lamb, turkey, chicken, and seafood, she always feeds the children good meals. During the onsite inspection I spoke to CCSM 1. CCSM 1 stated they serve good meals to the children. CCSM 1 stated that the children had apple sauce, Cheez-it crackers, and water for snack today. CCSM 1 pulled up the ProCare child care app on her phone and showed pictures of the children eating with updates to their parents of what they ate at different meal times. I viewed the pictures posted for June 27, 2023, and it showed the children eating Cheez-its and applesauce. Breakfast consisted of scrambled eggs, blueberries, cereal, milk, and water. CCSM 1 stated she has worked full time for Ms. Omar for about a year and has never known Ms. Omar to not give the children good meals. I gave CCSM 1 the example the Complaint gave of broccoli and yogurt for lunch. CCSM 1 stated that sounds more like something they may have for snack and not lunch. On June 27, 2023, I received additional pictures from ProCare from Ms. Omar. One photo taken on May 24, 2023, showed the children having snack and eating oranges, chips, and cookies. The other photos taken May 24, 2023, showed the children eating beans, rolls, bell peppers, and pineapples. Pictures from May 26, 2023 showed the children at lunch having yogurt, watermelon, Brussel sprouts, and bread. 4 On June 27, 2023, I spoke to Child A's Mother. Child A's Mother stated that she does not have any concerns regarding child care and her children eat well there. Child A's Mother said her children have had lamb, stir fry, fried rice, and chicken. They always have a lot of different fruits. Child A's Mother went on to say she has asked Ms. Omar for suggestions for things that her children eat over there to assist her in shopping for them. On June 27, 2023, I spoke to Child B's Mother. Child B's Mother stated she receives pictures of her child eating every day on Procare, she does not have any concerns regarding the food Child B eats at the child care. Child B brings his own food to the child care home, because of his food sensitivities. On June 27, 2023, I called Ms. Hawra Omar and conducted an exit conference. On June 28, 2023, I spoke to Witness 1. Witness 1 did not have any concerns with the food Ms. Omar provides. Witness 1 stated her last unannounced meal observation was on May 18, 2023. Ms. Omar served turkey bacon, raspberries, whole grain toast, and milk. Witness 1 looked over her last year of unannounced meal visits and said Ms. Omar has always been in compliance with the meal program.
Ms. Hawra Omar does not feed the children meals in accordance with the meal program.
