Child A recently moved up to the Toddler 2 classroom. On 05/25/2023, she was changed by Child Care Staff Member 1. After Child A's Mother of Child A home that evening, she discovered that Child A had Child A's Mother took Child A to th to be examined. She was Child A's Mother added that she was not aware that Child A did not have center. Child Care Staff Member 1 stated that she changed Child A's on 05/25/2023. Child A's Mother stated that on 07/16/2021, Child A's Stepfather picked up Child A from the center. When he arrived, Child A's Stepfather was informed that Child A got in trouble earlier in the day. Child E called Child A a "bitch" and Child A called him a "mother-fucker" in return. Child A's Stepfather asked Child A about her day after they got in the car. Child A told Child A's Stepfather that earlier that day she was going down the twisty slide and Child B was at the bottom. Child A stated that Child B then pulled down her pants and "sucked on it" in the playhouse. Child A's Stepfather asked Child A what Child B sucked on, and she said her "pee pee." When they got home, Child A's Mother spoke to Child A about the incident. She stated that the incident happened in the playhouse. Child A stated that she told Ms. Denise Clemons, child care staff member, what happened as Ms. Chelsie McMillian, child care staff member, was not outdoors. Child A's Mother called Ms. McMillian to inform her what Child A disclosed. Ms. McMillian stated that she was not on the playground the whole time that day, and she was not aware of any incident. Ms. McMillian stated that she would call Ms. Melissa Mishler, program director, and look into it. Child A's Mother was informed that Ms. Mishler reviewed the footage from the camera outside that overlooks the parking lot next to the playground. Child A's 3 Mother was informed that the camera was too blurry to see what happened. Child A's Mother was told at one point the child care staff members didn't think that Child B would do what Child A was alleging. Child A's Mother stated that later Child A added that Child B also pulled down her pants and underwear and slapped her bottom and put his penis on her bottom. She also added that Child B asked Child A to tickle his penis and that she did. Child A's Mother added that a while back some boys in the classroom convinced Child A to pull her pants down and pee outside on the playground. Child A's Mother stated that Ms. McMillian is the lead caregiver and is very engaged with the children. Ms. Clemons and other child care staff members are usually viewed sitting on the sandbox when the children are outdoors and not paying attention to the children. Child A's Mother gave permission for Child A to be interviewed. She added that Child A uses the terminology "wiener" for a penis and "pee pee" for the vaginal area. Detective William Lo, Ingham County Sheriff's Office, and I conducted an on-site inspection at the center. Ms. Mishler stated that on 07/16/2021, Ms. McMillian called her and told her about what Child A reported to Child A's Stepfather in the car. Ms. Mishler told Ms. McMillian that she would look at the footage from the parking lot camera that points toward the playground. Ms. McMillian called her back later to report that Child A's Mother was going to report the incident to law enforcement. Ms. Mishler told Ms. McMillian that she reviewed the footage and that the camera was too blurry to see what happened. Ms. Mishler then called Child B's Mother to inform her of the allegations. Child B's Mother was very surprised. Child B's Mother asked Child B if anything happened at child care that day and Child B stated that Child A grabbed his throat. Child B's Mother asked if he pulled down Child A's pants to be funny and he said no. Ms. Mishler stated that she viewed the preschool/school age classroom go outside at 8:30a.m. on the camera and come inside around 10:45a.m. Ms. Clemons was the child care staff member outside the whole time as Ms. McMillian came inside since the child care staff member to child ratio was being met with just Ms. Clemons outside. Ms. Mishler spoke to Ms. Clemons about the incident. She stated that she was unaware of the incident happening and that Child A did not tell her about that happening. She stated that she addressed Child A and Child B wrestling while out on the playground, but there was nothing about inappropriate touch or priv

During my interview with Melissa Mishler, program director, she stated the child care does not take children off property. They definitely do not take walks along the road. The center is located on a country road with no sidewalk. The children go to the fenced in playground with their own class and there are two separate playgrounds. There would be no reason for that large of an age span in a group of children. Ms. Mishler does not believe the allegation is true. Caylinn Stoney, staff member, said nothing like this has happened. The center is set back from the road and no one would walk close to it with the children. Rylee Hentz, staff member, stated that this allegation is false. The situation described did not happen. Alexis Kirkham, staff member, has not seen any children walking near the road. She does not believe the allegation is true. Child A's Mother has not seen children walking near the road or in large groups around the child care. She has no concerns regarding the care of her daughter. Child C's Mother stated that the playgrounds are enclosed and the younger children are separated from the older children. She has not seen mixed age groups. She has also never seen the children walking close to the road. Child B's Mother did not return my call. On May 19, 2021, I called the Complainant again and successfully reached her. I asked her if she could tell me exactly where she saw the children walking near the road. She said it was on Onondaga Road, near Holt Road. This intersection is 1.3 miles from 100 Acre Wood. I stated to the Complainant that was quite a distance from 100 Acre Wood. It would be a long walk for a staff member and young children. The Complainant then said, "Oh, I don't know what child care they are from. 100 Acre Wood is the only one I found listed on Onondaga Road. They could be from someone doing unlicensed care. I told that to the intake person when I called."
