  On 01/27/2022 Child A's Mother stated that there were two separate incidents that occurred in the GSRP classroom. The first incident occurred around 11/17/2021 when Child A informed her that Ms. Marchio had grabbed her by the wrist and yelled at her. Child A's Mother spoke to Ms. Marchio and the school superintendent (the superintendent is no longer with the district). Ms. Marchio stated that she had not grabbed or yelled at Child A. Child A's Mother informed them both that she did not want anyone at the center touching or yelling at Child A. On 01/24/2022 the second incident occurred. Child A stated that Ms. Padilla grabbed her wrist and yelled at her during nap time because she did not want to lie down. Child A's Mother spoke with 2 Ms. Padilla, and she denied grabbing and yelling at Child A. Child A was not disenrolled and returned to the center on 01/27/2022. She stated that Child A missed her friends, so she sent her back. On 02/01/2022 I observed Ms. Marchio and Ms. Kelly in the GSRP classroom with eight children. The ages are 3- and 4-year-olds. The child care staff member to child ratio is 1 to 10. The proper ratio was maintained. Child A was present, and I did not observe Ms. Marchio or Ms. Kelly yelling at or grabbing any of the children. On 02/04/2022 Ms. Marchio stated that she has never grabbed or yelled at Child A or any of the children. Child A's Mother did speak to her in November about Child A stating that she grabbed her by the wrist. She explained to Child A's Mother that the only time she had touched Child A was to help her get down from the cabinet or table so that she would not injure herself. Child A had been informed about not climbing on the tables and cabinets. She has not observed Ms. Padilla or any other child care staff members grabbing or yelling at Child A or any of the other children. Ms. Jenkins and Ms. Kelly are the other child care staff members that work in the GSRP classroom with her. On 02/04/2022 Ms. Jenkins stated that she works in the GSRP classroom, and she has never observed Ms. Marchio, Ms. Padilla, or any other child care staff members yelling or grabbing Child A or any other children. On 02/04/2022 Ms. Kelly that she works in the GSRP classroom, and she has never observed Ms. Marchio, Ms. Padilla, or any other child care staff members yelling or grabbing Child A or any other children. On 02/08/2022 Ms. Padilla stated that she was helping in the GSRP classroom, and she did not grab Child A's wrist or yell at her during nap time. Child A did not want to stay on her cot, and she sat next to her cot. During her times in the classroom, she has never observed Ms. Marchio or any other child care staff members yelling or grabbing Child A or any other children.

On 11/17/2021 Ms. Marchio pulled Child A's wrist and yelled at her. On 01/24/22 Ms. Padilla pulled Child A's wrist and yelled at her.
