During the on-site inspections on February 11, 2021 and March 3, 2021, Program director Ms. Ritchie was not present at the center. After arriving at the center on February 11, 2021 CCSM 1 greeted us and informed us that Ms. Ritchie was gone and it was her day off. She called Ms. Ritchie to let her know we were at the center. I was able to speak with Ms. Ritchie on the telephone. She stated that it was her day off but would get to the center as soon as possible. and I stood in the hallway of the center for approximately 20 minutes. After waiting in the hallway for that time, CCSM 2 let us know we could sit in the staff break room to wait. I asked CCSM 2 if it would be possible to have someone cover in the room so we could speak with CCSM 1. She stated she would cover the room. We were able to begin the interview with CCSM 1. Ms. Ritchie arrived shortly after we began the interview. She had us move into the office to continue our interviews. On March 3, 2021 when and I arrived we were greeted by CCSM 6. She informed us that Ms. Ritchie was not at the center. She called Ms. Ritchie who informed her that she was out of town and would not be available until after 2:30pm. I let CCSM 6 know that we needed to interview a few staff and would she be able to let us into the office. She had access to the key and we began our interviews. I asked CCSM 6 and CCSM 1 who was designated to be in charge when Ms. Ritchie was gone. Both stated there was no one designated. We needed access to staff files during out inspection. CCSM 6 called Ms. Ritchie about accessing the file but was not able to access it for us. Ms. Ritchie let us know that she could provide the file after 2:30pm. was willing and able to return at 3:00pm to the center to review the needed ocumentation. During that time, I was on speaker phone. I askec Ms. Ritchie who was designated to be in charge when she was not present. Stating rj that two of the three times we made on-site inspections she was not present. She stated that there was no one designated to be in charge. I provide technical assistance and consultation on the rule requiring designating a staff member to be charge when she is absent from the center.

She stated that Child A has a very vivid jagination,. frequentl talks about khas dinosaurs and other fantasy creatures. has mentioned that "traveled to other countries and seen millions of dinosaurs." She shared that Child A is very verbal and will talk throughout the whole day. was very active and would "rough house" with some of the other All the chi ren got along with Child A. CCSM 1 denied that paper swords were in a room or that they were made as part of an activity. asked about discipline strategies used in the room. CCSM 1 stated she will tal to children about their behavior and if the behavior continues, she will have children take a time out to "unwind." She gave examples of things she would say, "Child A we don't run in the room" or "sit down". She stated she let children know what is "a better thing to do." She said she likes to lead by example so since children are not allowed to yell in the room, she does not either. When she is redirecting a child, she stays calm and will sit down by them and talk with the child. Time outs are only used to help the children calm down. No physical 3 discipline is allowed or used on children in care. She is not aware of any staff or parents having concerns about her interactions with children or the quality of care she provides. Ms. i clarified that staff never expressed their frustration in front of the children or with Child A. This was done out of th*rooni and hearing of the children. No one punished or demeaned Child A due to th . They were just trying to "figure out" why they were happening_ s Mother would sometimes provide a change of clothes for Child A. The center provided clothing for Child A when needed it. They were "trying to be sensitive' towards the family and their situation. In terms of behavior, she knows that Child A "tried to be a leader. Some children would follow and others would not." This would frustrate Child A and would say, "they don't want to play with me."
