On 04/08/2021 1 contacted com lainant regarding the allegations. Complainant stated Child A -ear-old disclosed was kissed on the lips by a man who referred o as while was at An ie Drain's child care. is Angie Drains .Child A isciosed that is at the child care on a rree u ar asis. Child A stated at was n oxicated when he kissed the lips. Complainant did not have any other information regarding the incident. On 0401302021 1 completed an unannounced home Angela Drain's child care facility. Mrs. Drain stated is . He normally goes by the name . SotmheaqotoMf theec care childvreisn* re to him as Mrs. Drain stated t a was residing in Arizona and moved to MichIgan. Mrs. Drain stated that Child was a child they have watched for and Child A had and was familiar with Mrs. Drain stated that a few weeks ago, came into the home and was talking to herself and adult household member in the kitchen. While the adults were talking, Child A came into the kitchen area. Whilt was talking, he casually went over and gave Child A a hug. This was not1sra=nge as he and Child A were familiar with each other. then went to give Child A a kiss on the head, but Child A looked up and he ended up kissing Child A on the lips. 3 Mrs. Drain stated she was sweeping in the kitchen and did not see the incident unfolpd, but adult household member ""~~ did notice it. whispered to her that had kissed ► on the lips. Mrs~. prain explained she told to leave the home immediately and told him what he did was inappropriate. Mrs. Drain stated that she could smell alcohol on his breath and that he had been drinking. She did not know how much he had drunk. Mrs. Drain stated _ was not drinking at her house and she believed he was drinking at his own residence. She stated was only at her house for a short period of time, approximately ten minutes. Mrs. Drain stated that she told him to leave and that he was not welcome in her home because she runs a child care and he cannot be doing this type of thing. Mrs. Drain stated _ has never come to the child care while drinking in the past. Mrs. Drain stated she then told Child A's Grandmother about the incident when Child A was picked up in the afternoon. Mrs. Drain stated that Child A and Child A's Grandmother are familiar with She stated Child A sees as a . Mrs. Drain stated that Child A's Grandmother has asked. to watch her children in the past. Mrs. Drain stated that had moved to Michigan in _ however,, his family were not residing with her. The family found a house to live in and were not staying with her. Mrs. Drain stated that was fingerprinted and was connected to her household in the Child Care Background Check CCBC) system. Mrs. Drain stated that is a rs. Drains ee a does not reside in er home. I interviewed child care staff member Meekah Osborn. Ms. Osborn stated she was not in the kitchen when the incident happened, but she did hear about it from Mrs. Drain and . She stated this incident happened a few weeks ago. Ms. Osborn stated had only came to the child care two times after that incident happened. Ms. Osborn stated she did not see and was not sure if he was drinking. I explained to Mrs. Drain that we needed to put a safety lan in place while I complete my investigation. Mrs. Drain agreed that would not be present in the child care home. Mrs. Drain stated she believed e contacted Child A's Grandmother but no one else was contacted. Mrs. Drain stated that she would make sure does not enter the child care and she knows the business and children in her care are her life. She stated she was upset that■ did this but denies that it was sexual in any way. She believed that this was an accident and a big misunderstanding. Mrs. Drain agreed to have adult household member contact me when she returned_ On 04/13/2021 1 received a telephone call from adult household member stated she resides at Angie Drain's home. She stated that she is 4 to Mrs. Drain, but she was by her. She stated that Frs, Drain has been stated she was at the resid

On 04/13/2021 I completed an unannounced home visit to Angela Drain's child care home. Mrs. Drain stated that she does not operate her child care home over her licensed capacity and she maintains the required staff to child ratio. Mrs. Drain denied that she hides children in her home when the state of Michigan comes to do their inspections. Mrs. Drain explained she was cited previously for being over capacity and not maintaining ratio, and since then she has made sure she stays within the correct limits. I verified there were no children hiding during my on-site visit by walking the entire home. Mrs. Drain was not over capacity at her child care during my visit. Attendance records show that Mrs. Drain does not operate over capacity. On 04/22/2021 I interviewed assistant caregiver Meekah Osborn. Ms. Osborn stated the child care does not operate over capacity. She stated children are not hidden while the state of Michigan comes to inspect the home. On 05/06/2021 I contacted Child C Mother and Child D's Mother. Both denied Mrs. Drain operates her child care over her licensed capacity.
