On 09/14/2020 I received a call from the complainant. They observed children playing outside. There were a couple children using hula hoops and "hooking the hula hoops around the necks of each other". The complainant observed this occur a couple times before the children put the hula hoops away. The complainant stated they only observed one adult with red hair outside and could not tell how many children were outside because their view was blocked by the building. The adult did not see the children hooking the hula hoops around each other's necks. On 09/15/2020 I completed an onsite inspection I interviewed program director Ms. Kim Laube, child care staff members Ms. Mary Jensen, and Ms. Karen Schisler. Ms. Laube and Ms. Jensen both stated they did not observe children using hula hoops to "hook children around the neck". Ms. Schisler stated she observed it once on 09/14/2020 and stopped it immediately by having the children put the hula hoops away. Ms. Laube and I discussed having a discussion with the students regarding proper usage of hula hoops which she stated she would do that same day before going outside. We also discussed covid-19 safety measures and limiting the amount of toys available to children. The staff had been limiting the amount of toys in use because they were under the impression that the children couldn't share toys unless they were sanitized between each child which was extremely difficult to keep up with. I advised her that while it is important to be cautious it is also important to have a variety of toys and an ample supply for children to play with. Ms. Laube stated she felt more comfortable after our discussion and she would bring out more toys for the children to play with. 2
