On January 31, 2023, I completed an unannounced inspection at the child care center from 12:00pm to 1:45pm. I interviewed the interim program director Teresa Razo, who is filling in for Shelby Fastenau while she is on leave. Ms. Razo was aware of the incident with Ms. Killinger and Child A from January 05, 2023. She was approached by child care staff member Janet Nowiski a day or so after the incident occurred, she could not recall exactly when. Ms. Nowiski told her that she had observed an incident with Child A and Ms. Killinger and was troubled by it. She explained that she observed Ms. Killinger pin Child A between the wall and the crib. His foot was pinned, and he was whining, which is what had called her attention to it. Ms. Nowiski informed Ms. Killinger that his foot was caught, and she had replied, "I know, I am doing it for a reason." Ms. Nowiski then went and got Child A after a moment and checked to see that he was ok. There were no reported marks or bruises on him at that time. Ms. Razo then went and told the office staff, Jessica Sieman, who then reported it to the pastor of the church and school Father Kevin Wojciechowski. Father Kevin then reported it to the parents and investigated the issue. Ms. Razo was unaware if Ms. Killinger had been previously written up or had disciplinary actions. She just started the position as interim director. On January 31, 2023, I interviewed child care staff member Janet Nowiski. Ms. Nowiski corroborated the details of the incident that she had told Ms. Razo. Ms. Nowiski stated that this is not the first time that Ms. Killinger has been rough with the children and acted inappropriately. She is very impatient and yells at the children as well. This happens all the time and usually gets worse as the day goes on. The concerns had been reported to Ms. Fastenau before, but nothing has changed. After the incident, Father Kevin interviewed her and Ms. Killinger. Ultimately Ms. Killinger was terminated. On January 31, 2023, I interviewed child care staff member Heather Lawhorn, who works in the infant/toddler room with Ms. Killinger. She stated that she believes the allegations, although she was not in the room when it happened. She has observed Ms. Killinger acting inappropriately before. She has a rude tone of voice towards the babies and acts aggressively at time. She described aggressive as her tone of voice 3 and mannerisms towards the children. She has observed her sitting them down forcefully in a chair before for no reason. On January 31, 2023, I interviewed child care staff member Mary Cooper, who works in the infant/toddler room with Ms. Killinger. She stated that she believes the allegations, although she was not in the room when it happened. She has observed Ms. Killinger acting inappropriately before. She has a "scary voice" towards the babies, and they are afraid of her. She comes into work angry oftentimes and takes it out on the children. She has observed her slamming the children down into a chair before. She is mean to the children. She has heard yell at a baby to "shut your mouth!" She has addressed Ms. Killinger about her actions before and her response has been "they have to learn somehow." She also told Ms. Fastenau about it as well and she said, "ok I am watching her." On February 01, 2023, I interviewed Child A's Mother. She was aware of the incident and the investigation by Father Wojciechowski. She is grateful that the staff intervened and that the center handled it. Child A doesn't have any lasting effects from the incident, and she never observed any marks or bruises on him. He is toddling around just fine and acting normally. She is aware of Ms. Killinger being one of his main caregivers. She has never observed her acting inappropriate towards Child A before. She did recall coming into the classroom one time and observing her grab a child's hands more forcefully than she would have and told him to use "gentle hands" towards his friends.
