(2) A licensee, licensee designee, or program director shall report to the child's parent and the department, directly or via phone, fax, or email, within 24 hours of the occurrence of any of the following: (b) An incident involving an allegation of inappropriate contact.
On 06/27/2023, I completed an unannounced inspection after receiving the allegations. I interviewed licensee and program director, Jennifer Dermody. Ms. Dermody did not recall the incident surrounding the allegations two years prior, involving Child A and another child. She retrieved a written statement in Child A's file dated 08/17/2021 where Child A told another child, "Let's play penises" while playing on the playground. The child replied, "I can't play that game. I will get in trouble." It was in the presence of a child care staff member (CCSM) 1. According to the statement, CCSM 1 took Child A inside the facility to talk to him. He would not tell CCSM 1 exactly what the game was, but when she probed further, he said he made it up. The written statement continued to say, there were other children who 2 Child A asked to play the game weeks prior reported by another child care staff member. Ms. Dermody said she did not have any recollection of how the incident was handled or reporting this incident to licensing. There was no documentation in the file to support otherwise. While onsite, I interviewed CCSM 1 who wrote the statement 08/17/2021. She said she did recall writing the statement. She said she remembers talking to his mother about his inappropriate language and behavior. On 06/27/2023, I called Child A's Mother. She said she is aware that her son has had some inappropriate conversations and behaviors. She said she removed Child A from the child care facility on 08/31/2022. Child A's Mother said she believes these allegations are stemming from a recent incident that has nothing to do with Building Blocks Learning Center And Daycare. Child A's Mother has a neighbor who has a daughter, Child B. One day she drove Child A, Child B, and another child somewhere in her car. She said "all of a sudden", Child B said, "Child A touched my private." She said she turned around and said, "maybe it was an accident." Child B went home and told her mother and her therapist that Child A touched her in her private part. Child B's Mother called the Grosse Ille Police. A Grosse Ille police detective called Child A's Mother and told her someone made a complaint against her son, Child A. Following that phone call, Child A's Mother received a telephone call from the school where Child A attends. The school told Child A's Mother he could no longer ride the bus unless she has a meeting with the superintendent about Child A's sexual behavior. Child A's Mother said she was extremely upset because she was told the incidents with the police and the school both stemmed from the incident in the car where Child B accused Child A of touching her inappropriately. Child A's Mother called Child B's Mother. She asked her why did she call the police and the school instead of calling her? Child B's Mother told Child A's Mother that she was correct; she should have come to her first instead of going to the school and the police. Child A's Mother said she has requested a meeting that would include everyone: the police, the school, and Child B's Mother. They told her they would not accommodate her request to meet as a group. They just want her to meet so they can come up with ways to ensure Child A receives help with his behavior. Child A's Mother said she does not agree that she should meet by herself with them. On 06/27/2023, I contacted Child B's Mother. She said she is the neighbor of Child A. I asked her if she has had any incidences with Child A being inappropriate with Child B at Building Blocks Learning Center And Daycare. Child B's Mother said, "No, my daughter has never attended Building Blocks Learning Center and Daycare." She said, "I have been told by my friends in the community, about the many incidences Child A has had in the past at the child care facility." She feels that the incident that happened in Child A's Mother's car would not have happened if the 3 facility had done something about Child A when he attended the facility. She said she bla
