On 04/21/2023, I received an incident report from child care licensing consultant Stacia Thrower submitted to her by the center. The incident report indicates that Child A's Mother notified the center through the app "Kaymbu" that Child A reported to her that "Teachers hit" on 04/20/2023. Child A's Mother also reported that the other children are mean to Child A and that Child A has returned home in different clothes. According to the incident report, program director Jennifer Kassuba followed up with Child A's Mother for additional information. Child A's Mother reported to her that the hitting incident occurred on 04/17/2023. She also reported that Child A did not identify one specific child care staff member. Child A's Mother did not report her concerns until the classroom closure on 04/20/2023. Child A attended the center on 04/18/2023 and 04/19/2023. On 04/24/2023, I completed an on-site inspection. I interviewed program director Jennifer Kassuba. She reported that Child A has a speech delay, so it is difficult to understand him at times. She stated that Child A made the "teacher hit" statement to 2 his mother on 04/17/2023, but Child A's Mother did not report her concern until 04/20/2023 when the classroom was closed for the rest of the school year. Additionally, Child A was in attendance on 04/18/2023 and 04/19/2023. She observed three to four days of video footage but observed nothing of concern. She observed children hugging and playing with Child A. She also observed staff change Child A's clothes after water play, placing his wet shirt in his backpack. She noted that Child Care Staff Member 1 (CCSM 1) has a good connection with Child A. I watched video footage of 04/10/2023 with Jennifer Kassuba. I observed Child A playing independently and with his peers. Child A interacted well with his caregivers. Child A sat on a couch away from the group during circle time. Jennifer Kassuba stated that was typical for Child A because he has difficulty sitting during circle time. The classroom environment appeared to be calm. On 07/18/2023, I interviewed CCSM 1 by telephone. She described Child A as "a really sweet kid." She denied hitting any child in her care. She denied seeing any staff member hit a child. She stated that Child A had a speech delay, which made it difficult to understand him. For example, Child A would approach her and say, "teacher hurt", which was his way of telling her that he got hurt. Likewise, Child A would say "teacher hit" when he was hit by another child. She noted that Child A's speech delay did impact his interactions with his peers because it was difficult for them to understand what he was trying to express. However, the children were not mean to him and frequently played with him. She admitted to accidentally putting clothes belonging to another child on Child A one day after water play. She noted that the other child has a similar name to Child A. On 07/18/2023, I interviewed Child B's Mother by telephone. She stated that she has experienced other Head Start programs in the community and described the center as not her favorite. She stated that staff members at this site seem to be less engaged and less nurturing than other locations. She noted a lack of connection and sense of community. Although staff follow safety requirements and fulfill their job responsibilities, they seem to lack the drive to support children and families. She finds this disappointing based on her previous experiences at other locations. She noted no concerns with care, supervision, or discipline. On 07/18/2023, I interviewed Child C's Mother by telephone. She stated that she "absolutely loved it" at the center. She noted no concerns with care, supervision, or discipline. On 07/18/2023, I interviewed Child D's Mother by telephone. She stated that her child had an overall good experience at the center. She noted no concerns with care, supervision, or discipline. 3
