    On 04/19/2023, I completed an on-site inspection. I interviewed program director Penny Chamberlain, Child Care Staff Member 2 (CCSM 2), Child Care Staff Member 3 (CCSM 3), Child Care Staff Member 4 (CCSM 4), Child Care Staff Member 5 (CCSM 5), and Child Care Staff Member 6 (CCSM 6). Penny Chamberlain stated that Child A's Mother was waiting for her when she returned from being outside with the children. Child A's Mother advised that she saw Child Care Staff Member 1 (CCSM 1) slap Child A's hand. She told Child A's Mother that staff are not allowed to slap the children and that she would look into the matter. She spoke with CCSM 1 that evening. CCSM 1 told her that she was helping Child A put her sweater on when Child A scratched her hand, so she patted the child's hand in response. CCSM 1 told her that Child A did not cry. She stated that there were no marks on Child A's hand. CCSM 1 submitted a written statement to her. She agreed to email me the statement. She noted no concerns with CCSM 1. She has had no parent or staff concerns about CCSM 1. She has since learned that CCSM 1 and Child A's Mother used to work together at a different establishment, and they have animosity toward each other for an unknown reason. She noted that there are no cameras. CCSM 2 stated that she was surprised when she heard about the incident. She described CCSM 1 as "very friendly" and "very good" with the children, especially Child A. She noted that CCSM 1 has a good relationship with Child A. She stated that CCSM 1 helps the children, holds their hands, and some children love to sit on her lap. She recalled a time when Child A did not feel good and how CCSM 1 held and comforted her until Child A's Mother arrived to pick her up. She has never witnessed CCSM 1 mishandle any child. CCSM 1 told her that she patted Child A's hand, that she did not slap her. She has never seen CCSM 1 pat a child's hand. She described Child A as a child who does not listen to the rules or her caregivers. She noted that she is just CCSM 1's coworker. She stated that children need a safe place, so she would report concerns if she had any. CCSM 3 described CCSM 1 as patient, calm, and a rule follower. She has worked with CCSM 1 for five months. She likes how CCSM 1 interacts with the children, and she believes CCSM 1 is "really good" with the children. She has watched CCSM 1 talk with children and effectively guide them to more appropriate activities. She has never witnessed CCSM 1 pat or slap a child. She has never seen CCSM 1 express an angry face or exhibit any aggression. She was very surprised to hear about the allegation. 3 CCSM 4 stated that CCSM 1 loves the children and is "very good" with them. She noted that the children love CCSM 1 "so much." She reported that CCSM 1 has a good relationship with Child A and provides a lot of her care. In fact, CCSM 1 held Child A until her mom picked her up early yesterday, when Child A was not feeling well. She noted that Child A frequently hugs CCSM 1. She only knows CCSM 1 to discipline children in a "good way." She has never seen CCSM 1 become angry, grab, or hit a child. She described CCSM 1 as "very kind." She described Child A as a child who does her own thing and does not listen when her name is called by an adult. She noted that CCSM 1 exhibits a lot of patience with Child A. CCSM 5 stated that CCSM 1 does very well with the children. She has never seen CCSM 1 display aggression or anger. She has never witnessed CCSM 1 slap a child. She has observed CCSM 1 talk with the children and try to help them solve problems. If the children do not have the words, CCSM 1 gives the children the words to appropriately express themselves. She stated that CCSM 1 interacts with the children very well. She described CCSM 1 as "nice." She was surprised to hear about the allegation. CCSM 6 described CCSM 1 as a "really good teacher." She noted that CCSM 1 loves the children and takes care of them. She has never witnessed CCSM 1 slap or pa
