On Fe interviewed Child H at school. I was "notl, Mpprreessieellnt duringthe interview. The following is the information received from the . Child H told that he "gets along with everyone in 1b01oth homes?He said at discipline at his mother's home is being sent to bed early, not able to sleep in his mother's bed, or play video games. He added that he will get time outs at his father's home. And is sometimes picked up and moved to his room if he is "freaking out" at home. Child H reported he has not been picked up at school or child care by adults. He did not remember being hurt by any adult at his school or daycare. He reported feeling safe at both his school, child care, and both homes." On February 15, 2023, I spoke with Child H's Mother on the telephone. Child H's Mother stated that on June 28, 2023, CCSM 1 informed her about Child H's behavior while in care. CCSM 1 had told her that he had "a hard morning". Later that same day while giving Child H a bath she noticed bruises on under Child H's armpits and wrapping around his chest and back. Child H's Mother said she asked Child H, if anyone had "gotten angry with him and grabbed him?" Child H told her that he had been "rough housing" with some other children and CCSM I had "picked (him) up, put (him) over their shoulder, and took him to the calm down room." She said she asked Child H if "it hurt?". He said, "yes". She asked if this had scared him. He said, "Yes" and that he didn't want to "play with (CCSM 1) anymore." Child H's Mother stated that she texted the program director, Jennifer Brynaert that evening to let her know she and Child H's Father wanted to meet with her and discuss an incident between CCSM I and Child H. They met on June 29, 2023, and discussed what Child H had disclosed and their concerns about the bruising. She stated that Ms. Brynaert was responsive to the conversation and that they discussed that staff should not hold or pick up children. They discussed how they would ensure that Child H was safe and how to keep other children safe. Child H's Mother stated Child H does have some behavior issues and will throw tantrums. She stated he has been Child H to remove him. She said, that Child H is "fine" with CCSM I now and she 3 feels that Child H is safe while in care. Child H's Mother explained there now is a plan in place when Child H gets upset; staff know that as soon as Child H starts getting frustrated, they take him to the "calm down" room. If he starts to panic, staff will FaceTime her and that helps calm him down. If Child H gets too aggressive, staff will have the other children leave the space and they will call her so she can speak with Child H. She explained that the `°calm down" room is a sensory room in the school building. She stated that she is aware of Child H being taken to the sensory room two or three times since June while in care before and after school. She added that this plan is similar to the plan used during the school day. Child H's Mother informed me she had photographs of the bruises observed on Child H. I asked her to send those to me. On February 28, 2023, 1 received the photographs from Child H's Mother. The photographs are on file with this report. and made an unannounced on-si e inspection at the child care center. We spoke with program director and licensee designee, Jennifer Brynaert and CCSM 2 and CCSM 3. CCSM 2 stated he was present on June 28, 2023, when CCSM 1 picked up Child H. He said that it was between 12:00 and 1:00pm, CCSM 2 and CCSM 1 were supervising a group of children (first and second graders) in the gymnasium. CCSM 2 was covering a break for the other staff member assigned to the group. CCSM 2 said while the children were playing, Child H got upset at another student (he could not remember this student's name) and began arguing with the other child. Only space that has received prior approval for child use by the bureau may be used for child care.
