R 400.1910 · R 400.1910 Ratio of personnel to children. (1) The ratio of personnel to children present in the home at any 1 time must be not less than 1 member of the personnel to 6 children. The ratio must include all children in care who are not related to any personnel and any of the following children who are less than 6 years of age: (a) Children of the licensee. (b) Children of a child care staff member or child care assistant. (c) Children related to any member of the household by blood, marriage, or adoption.

On 10/11/2021 the Bureau received a complaint stating concerns that Licensee Sharonda Bridgeforth is not staffed appropriately to care for the children in her home. Ms. Bridgeforth is approved for a group child care license, which means she can have up to 12 children in care at one time, with 2 qualified child care staff members present. The complaint stated that on October 8, 2021 there was a Facebook post by Ms. Bridgeforth on a site called Kent County Babysitter stating that Ms. Bridgeforth needed an assistant that same day. The complainant sent a screen shot of the post which states, "Hi, looking for some help today at my in-home childcare in Grand Rapids....e arliest arrival possible to 5pm..." There was a second post sent which said Ms. Bridgeforth was looking for help on Mondays and Thursdays, and that she needed a "substitute" on Friday October 22. The complaint sited concerns for staff to child ratio since Ms. Bridgeforth was requesting help that same day, on October 8, 2021. On 10/12/2021 I completed an unannounced on-site inspection and interviewed Ms. Bridgeforth. During my inspection there were 6 children in care and the Licensee. R 400.1904a · R 400.1904a Child care staff member; employment requirements. (3) Prior to contact with children, the individual shall be determined by the department to be eligible to serve as a child care staff member, pursuant to section 5n of the act, MCL 722.115n, and as required by R 400.1925.

Ms. Bridgeforth employed several individuals and allowed them contact with children in care prior to the department determining their eligibility. Specifically, on October 5, 2021 and September 9, 2021.

R 400.1905 · R 400.1905 Training. (3) A licensee shall ensure that child care staff members and child care assistants, prior to caring for children, have training that includes information on all of the following: (a) Safe sleep practices to prevent sudden infant death syndrome. (b) Recognition of and the reporting of child abuse and neglect. (c) Prevention of shaken baby syndrome, abusive head trauma, and child maltreatment.

Ms. Bridgeforth employed several individuals and allowed them contact with children in care prior to them completing required trainings.

Hours of training in the prevention of infectious disease from MiRegistry will be allowed to count for training hours to meet this requirement.

Ms. Bridgeforth employed several individuals and allowed them contact with children in care prior to them completing required trainings.
