I conducted an unannounced onsite inspection on 6/12023. I interviewed Margaret Headd regarding the allegation. She received information regarding the allegation via telephone. It was reported that Child Care Staff Member 1 was observed on the center's video, rocking/bouncing Child A aggressively in a bouncing seat. Ms. Headd stated that she did not see the incident on the video as the footage is live streamed. Ms. Headd spoke to Child Care Staff Member 1 regarding the allegation and Child Care Staff Member 1 stated that she was not aware that she was rocking the bouncer too hard as she rocks the bouncer at adequate speed. Ms. Headd reported providing follow up coaching with Child Care Staff Member 1 regarding the appropriate use of equipment, appropriate care of children, and safe/positive guidance for children. I interviewed Child Care Staff Member 1 regarding the allegation. She explained that on 5/30/2023 she was seated in a rocking chair and using her foot to rock Child A in the bouncer seat. She thought that she was rocking Child A lightly, but she looked down and said, "Oh, I'm going too fast." Child A was not crying or harmed. I asked Child Care Staff Member 1 to explain how fast she was rocking the bouncer. She explained that she typically rocks the bouncer at the pace of a typical heartbeat, 2 but on 5/30/2023 she rocked the bouncer much faster. Child Care Staff Member 1 reported that she was thinking about taking care of other things and observing the other children in care when she realized that she was rocking Child A too fast. Child Care Staff Member 1 stated that she didn't realize the speed in which she was rocking the bouncer and immediately stopped when she recognized that she was moving the equipment too quickly. She reported being more aware of how she is utilizing the classroom equipment as she doesn't want this to happen again. I interviewed Child Care Staff Member 2 regarding the allegation. She reported being present in the room with Child Care Staff Member 1 on 5/30/2023, but she didn't observe anyone rocking Child A aggressively in the bouncing seat. She reported playing with Child A and his behavior was typical with no concerns noted. I also interviewed Child Care Staff Member 3 regarding the allegation. She explained that she was on the opposite side of the room caring for children. The infant room is divided by a gate to create two areas of well-defined space which allows children that are mobile to be separated from those that are not. Child Care Staff Member 3 was working with the mobile children on the date of the incident while Child Care Staff Members 1 and 2 cared for the younger children near the front of the room. Child Care Staff Member 3 stated that she did not observe anything as she was preoccupied caring for the mobile children. She stated that Child A liked to be held a lot and was generally fussy. Child Care Staff Members spent a lot of time with Child A as he did not sleep well in a crib, but she did not observe anyone handle Child A aggressively. I observed the infant room with Ms. Headd. Ms. Headd reported that she made the decision to remove all the bouncing seats from the room. Child A no longer attends the center. I interviewed Child A's Father regarding the allegation via telephone on 7/13/2023. He explained that on 5/30/2023, Child A's Mother observed Child Care Staff Member 1 aggressively bouncing Child A in a bouncing seat at the center. Child A's Parents spoke to Ms. Headd and another administrator (no longer works at the center) the following day regarding their concerns. Child A's Father explained that the administrator's initial response indicated that the concern was a matter of perception which could be impacted by the video speed. The administrators also commented about the equipment being old and possibly having worn springs. Child A's Parents were certain of what Child A's Mother saw on the live stream video which was that Child A was being rocked/bounced aggressiv
