    R 400.1911 · R 400.1911 Care; supervision; children. (1) A licensee shall ensure appropriate care and supervision of children at all times.

    On , licensee Christine Ford sent an email reporting that Child A years o and Child B ~, years old) had I inappropriate contact with each other while in her care. She reported that the children were playing outside while she was watching through an open window and open slider. Ms. Ford reported that she saw Child A pull Child B's ants open and touch the top of buttocks. After coming inside, Child C ears old) told her that Child A Child B's and then Child , years old said ` did, I saw " Ms. Ford said that she asked Child B if it was true and denie lit.. Ms. Ford reported the incident to the parents of the children. Ms. Ford reported that Child B and C's Mother messaged her that evening that Child B admitted that Child A had •. Ms. Ford relayed that she spoke with Child A's Mother and "We agreed at tie end of our conversation that [Child A] will always be within arms reach of me at ALL times and that the teenage bo s will not be allowed in the family room in the basement during nap times when is here as it makesa mo.m feel uncomfortable." Ms. Ford went on to write that Chil "is a naughty ■ always looks for the opportunity to be naughty a "no" to. is a challenge. On December 30, 2020, Ms. Ford and I exchanged emails about the incident. Ms. Ford sent me the copies of the messages she exchanged with parents, her attendance records and child information cards that I requested. According to the attendance records, there were six children present on ,~. Five of the children were preschool aged and one child was old. On December 30, 2020, 1 spoke with Child A's Mother who confirmed that she was aware of the incident and had spoken with Ms. Ford about it. She explained that Child A has never had inappropriate contact with anyone before. There have been no prior incidents while Child A was in Ms. Ford's care. Child A's Mother explained she has an older child who was in Ms. Ford's care last and was involved in an incident of inappropriate talk with another child. Child A's Mother reported that she talked to Child A about the incident involvin CChhiilldd B. Child A told her that Child B asked ■ to pull pants down and touch butt. She said that Child A is obsessed with aby Alive Doll. Child A's Mother had to end the call due to an appointment an agreed to call me back the following day. On December 31, 2020, Child A's Mother said that Ms. Ford did not tell her that children said that Child A had Child B's . She recalled Ms. Ford telling her something about suckin on an icicle. After she picked Child A up from Ms. Ford's, Child A told her that was "naughty" at Ms. Ford's house and that "was playing with [Child B's a ." At bedtime Child A told her that. didn' pu I down Child B's pantsand that ~ had told to. Child A's Mother explained that she was upset that Ms. Ford as ed her chi about the incident. Child A's Mother 1 explained that Child A sleeps in a room in the basement at nap time and she doesn't like that the teenage boys living in the home are downstairs at nap time. Child A's Mother explained that Child A has is "wild" and she doesn't think ft should be unsupervised while in care. Child A's Mother said that Child A attends ■ preschool at another facility and attends Ms. a week. She has had no Ford's_ previous concerns with the care that Ms. Ford provided her children. I asked if I could interview Child A and Child A's Mother said that she would talk with her husband and get back to me the following week. On December 30, 2020, I spoke with Child B and C's Mother who confirmed that she had communication with Ms. Ford about the incident. Child B and C's Mother explained that Child B and Child C talked about it on the way home. Child C told her that saw Child AN Child B's' "in the play house.
