On 1/25/21 I spoke to Child A's Father. He stated that on 1/20/21, he went to Rosy Mound Elementary to pick up his daughter in child care and his son from the elementary school. He stated that that he arrived at approximately 3:00 PM, and that he attempted to get Child A from child care before getting his older child from elementary school. When he tried to pick up Child A, the school principal informed him that he had to wait until 3:45 PM due to the carpool rules for the elementary students. At approximately 3:45 PM, Child A's Father came into the child care room to pick up Child A. He was handed a piece of paper upon arrival which indicated he would be charged a late fee for picking Child A up at 3:45 instead of 3:30 PM. He stated that he has never been made aware of an earlier pick- up time for the preschoolers and that he frequently picks up at 3:45 PM. Child A's Father stated he asked Ms. Spink what the fee was for and she stated, "you're supposed to pick up by 3:30, and it's 3:48 PM." Child A's Father explained that he tried to pick up earlier but that the principal told him he had to wait. He stated that Ms. Spink was being "aggressive", had a louder voice than usual, and was leaning towards him and "staring [him] down". He reported he told Ms. Spink that he had never been informed of the pick-up time before, to which Ms. Spink stated, "that's not my problem, I sent something home with your ex." Child A's Father stated he then told Ms. Spink "I can't talk to my ex right now" and she told him that "it's not my fault your ex won't speak to you." He then told her he will not be paying the fee and Ms. Spink began yelling and told him "get out of my classroom now, leave this building immediately." Child A's Father stated that he said "ok" and left the building. Child A's Father noted that both Child A and his older child said that Ms. Spink is "mean". On 2/3/2021, I completed an unannounced on-site inspection at the center. I interviewed program director Holly Spink outside the presence of others. She explained that the preschool children leave for the day by 3:30 PM because the school aged children enter the program right after school and they do not have the staffing for preschoolers to stay past 3:30pm. Ms. Spink stated that the center has made the family aware of the 3:30 pick up time, which has been in effect since the last school year. The family has been late picking up Child A numerous times, so Ms. Spink was told by her supervisor Ms. Pofahl to give the family a late fee if the tardiness continued. Ms. Spink explained that on 1/20/21, Child A's Father arrived at the center around 3:52 PM. When he walked into the building, child care staff member Carmen Jeisy handed him a late fee notice. Child A's Father came farther into the classroom, and she was sitting at her desk. She stated that Child A's Father was visibly angry, and he told her "I'm late because of the pickup lane". Ms. Spink stated that she explained to him that he can pick up Child A and then get back into the school pick up lane, but 3 Child A's Father told her he was not aware of this. Ms. Spink then told Child A's Father that she has told him, Child A's Mother, and grandmother about the pick-up schedule; all of whom pick up Child A. She further explained that she has emailed this information and to both him and Child A's Mother and had verbally spoken to him about it over the phone last year. While she was explaining this, Ms. Spink stated that Child A's Father interrupted and began speaking louder and more aggressively saying "I don't have contact with my ex". Ms. Spink reported that she told Child A's Father something like "problems with your ex are not my problem." She reported he then called her "dumb". Knowing this interaction was taking place in front of the children, she told Child A's Father "This is not the time or place-you need to leave".
