On October 25, 2021, I interviewed the complainant. She stated that Child B (female, age 3) had talked about Child A (male, age 3) getting in trouble in her classroom and Child A made the statement that Child A gets spanked by CCSM1 when he gets in trouble. Child B also said a girl in the classroom gets spanked by CCSM1 when she gets in trouble. The complainant was not sure if this could be true but thought it should be reported, just in case. On October 27, 2021, 1 made an unannounced onsite inspection to the child care center, which consists of two Head Start classrooms located next to each other in Anderson Elementary School. I interviewed CCSM1, who denied ever physically disciplining any child ever at the center. She stated that she never even spanked her own children and was trying to think if there might have been any event in which a child may have thought she was possibly spanking Child A. The only think she could think of was in the previous week she had tickled Child A and he would grab her hands and place them back on his stomach to be tickled. CCSM1 stated that she often rocks Child A to sleep. While in the classroom, I observed Child A, who appeared to have a significant and positive bond to CCSM1. While at the facility, I interviewed CCSM2, who also works with CCSM1. She denied ever seeing CCSM spank or physically discipline a child and was adamant that CCSM1 would never do this. Discipline in the classroom is redirection. I also spoke to CCSM3, who has worked with CCSM1 for four years. She denied ever seeing CCSM1 physically discipline any child at any time. On October 28, 2021, 1 interviewed Genesee County Community Action Resource Department (GCCARD) education coordinator Cindy Hoover. She told me that she has received no complaints regarding CCSM1. She gave me the contact information for Bernadette Hillaker, mental health coordinator for GCCARD, who has spent time in Child A's classroom. On November 4, 2021, I interviewed Bernadette Hillaker, mental health coordinator for GCCARD. She confirmed that she has spent time in Child A's classroom and has never by any of the staff. She asked both of her interns if they had ever witnessed anything like this and they both replied that they had not. The only physical contact that staff would use would be to remove a child that is climbing on furniture. She was aware that Child A exhibited attention-seeking behavior and that she was working with staff in the classroom on new techniques for behavior management. On November 4, 2021, I also spoke to GCCARD behavior health intern She acknowledged that she usually just helps out with lunch and therefore does not spend a lot of time in the classroom daily, but she has never witnessed any physical discipline.
