On August 24, 2022, 1 received notification of the incident as well as an Incident Report (CCL-4605) from program director Amanda Alsdurf. On August 29, 2022, I made an unannounced onsite inspection to the child care center. I interviewed program director Amanda Alsdurf. There were six school-age children in the school-age classroom with child care staff member Winifer Pichardo-Valdez. Child A (male, age 6) pulled Child B's (male, age 5) pants down and told Child C (male, age 7) to" touch it." Child C told Child A "no" and Child A proceeded to take Child C's hand and made it touch Child C's penis. Child D (male, age 8) witnessed this and reported it to Ms. Pichardo-Valdez. This information was obtained after speaking to each of the children immediately after the incident occurred. Ms. Alsdurf stated that all of the parents were notified of the incident. Child A & B, who are siblings, no longer attend the child care. Child A was expelled due to behavior issues, including this incident. On September 2, 2022, I interviewed child care staff member Winifer Pichardo-Valdez. She said that the incident occurred around 3:50pm on August 23, 2022, in the school- age room. She was assisting another child and had her back to the table that the four boys involved were playing under and did not see the incident. The table did not have a tablecloth and the children could be viewed while playing under the table. The boys had been playing under the table for approximately three minutes. Child C came crying to her saying that Child A made him touch Child B's private parts. She texted Ms. Alsdurf immediately after the incident and all four boys involved were interviewed. All of the boys' stories were the same, except for Child A's story. Child A denied pulling Child B's pants down and making Child C touch Child B. None of the other children in the classroom reported seeing anything occur. There has not been any history of this kind of behavior with any of the children involved. On August 31, 2022, I interviewed Child A & B's mother and father. Child A & B's father said that when he picked the children up on August 23, 2022, Ms. Pichardo-Valdez told him that some children had been playing under a table and that Child B's pants had been pulled down and Child B's penis had been touched by another child. The spoke to Child A and B separately and Child A denied pulling down Child B's pants or making Child C touch Child B. Child A told them that Child D was the one that pulled down Child B's pants and made Child C touch Child B. Child B told them that Child D told him to pull his pants down and after he told Child D no, Child D pulled Child B's pants down and pinched his penis. Child B told them that Child A was telling Child D to stop when this was happening. Both Child A and B's parents were upset that Child A had been disenrolled due to this and felt that the center was taking the other children's side and taking the other children's word over their own. Neither parent report that this behavior has ever occurred at home. I spoke to Child C's father, and he did not have any concerns regarding supervision at the center. He felt that the center handled the incident well and acknowledged that he was notified of the incident. 3 As of the date of this report, I have not heard back from Child D's mother regarding any concerns about the incident or supervision.
