I made a telephone call to the complainant on 11/16/2021. I left a telephone message but have not heard from the complainant to date. I made an unannounced on-site inspection to the family home. I interviewed Licensee, Stephanie Stone. Ms. Stone denied that she was over capacity and out of ratio. I observed the number of children present. There was a total of nineteen children in the home, however many of the children present were related and over the age of 6 years. There was also a total of five adults present. The Licensee, Stephanie Stone had three of her children present. Their ages are 7, 10 and 11 years. As all her children are over the age of 6 years, they do not count in capacity or staff to child ratio. Ms. Stone also had seven of her nieces and nephews present. Their ages are 3, 4, 7, 8, 9, 10 and 11 years. Two of Ms. Stones minor relatives were under the age of 6 years, however there were two other adults who were present to supervise them. The other five children are over the age of 6 years and therefore do not count in capacity or staff to child ratio. There was a total of nine child care children present. One of the child care children was under 18 months and one was under 30 months. Licensee, Stephanie Stone and two staff were present to supervise the children in care and therefore the home was not over capacity or out of ratio. I interviewed staff members, Jesse Stone and Alana Lee. Both denied the allegation that the home is often over capacity or out of ratio. On 01/07/2022, I interviewed Child C's Mother, Child D and Child E's Mother and Child F, Child G and Child H's Mother by telephone. None of the parents had any concerns that the home was over capacity and out of ratio. Child C's Mother reported she is aware that Ms. Stone often has her own children and minor relatives present in the home during child care hours. Child C's Mother stated that there is always adequate staff and adults present to provide appropriate supervision. Child D and Child E's Mother stated that she has never seen too many minor children at the home. Child D and Child E's Mother believes that Ms. Stone is doing a fabulous job as a caregiver and had no concerns. Child F, Child G and Child H's Mother stated that she had no concerns about the number of minor children in the home during child care hours. I left telephone messages for Child A's Mother and Child B's Mother on that same day. I have not received a return phone call to date. I e-mailed Licensee, Stephanie Stone, requesting attendance records. I received attendance records from December 1, 2021 to December 13, 2021. Ms. Stone uses an electronic system called KidKare to record attendance. In reviewing the 3 attendance records, I did not observe any days in which there were more than twelve children present at any one time.

I received a complaint through the CCLB (Child Care Licensing Bureau) on-line complaint system. The complainant stated that the home is often over capacity. The home is licensed for 12 children but there are often 20 children at the home at any one time. I attempted to contact the complainant on 08/24/2021a nd 08/27/2021. I left a voice mail requesting a return phone call. I conducted an unannounced on-site inspection on 09/01/2021 at approximately 1:57 PM. Licensee, Stephanie Stone, denied the allegation that the home is often over capacity. Child Care Staff Members Amber Parkin and Jesse Stone were also present. Both also denied the allegation that the home is often over capacity. During the unannounced on-site inspection, I observed 14 children at the home. Ten of the children were child care children and four of the children were related and over the age of 6 years. I also reviewed the attendance records for the week August 23 through August 27. I did not observe any concerns regarding capacity. I interviewed the complainant on 10/12/2021. The complainant reiterated that she had concerns that there were always more than 12 children at the home at any one time. The complainant stated that Ms. Stone did have four children that were being home schooled that were always present at the child care home. On 10/14/2021, I interviewed Child A, Child B and Child C's Mother, Child G and Child H's Mother, Child I and Child J's Mother, Child K and Child L's Mother and Child P's Mother. There were no concerns regarding the capacity of the child care home. I attempted to contact Child D's Mother, Child E and Child F's Mother, Child M, Child N and Child O's Mother. The complainant stated there are concerns with supervision of the children in care due to the home being over capacity and out of ratio. The home often has 20 children. Licensee, Stephanie Stone and Child Care Staff Member, Jesse Stone, are usually the only staff present. 5 I attempted to contact the complainant on 08/24/2021a nd 08/27/2021. Both denied that there is lack of supervision in the child care home. During the unannounced on-site inspection, I did not observe any behavior that would lead me to believe there was lack of supervision. There were three staff and a total of 14 children present. This included the Licensee, Stephanie Stone's, adopted and biological children. I interviewed the complainant on 10/12/2021. The complainant stated that she was concerned that there was lack of supervision due to the number of children that are at the home at any one time. There are not any specific incidents there is only concern. On 10/14/2021, I interviewed Child A, Child B and Child C's Mother, Child G and Child H's Mother, Child I and Child J's Mother, Child K and Child L's Mother and Child P's Mother. There were no concerns regarding supervision. I attempted to contact Child D's Mother, Child E and Child F's Mother, Child M, Child N and Child O's Mother.
