There was a complaint received regarding the care and supervision of the children in care. I made contact at the child care home on 06/07/2023 and found 19 children present. The home is licensed for 12 children. Upon further investigation, I found that seven of the children present that day were related to the licensee and over the age of six years. Therefore, these children did not count in the capacity or ratio of the home. Appropriate care and supervision were provided. ....................

R 400.1908 · R 400.1908 Capacity. (1) The licensee shall ensure that the actual number of unrelated children in care at any 1 time does not exceed the number of children for which the child care home is licensed, not more than 6 children for a family child care home and not more than 12 children for a group child care home.
I made an unannounced on-site inspection on 04/14/2023 at approximately 11:07 AM. I observed nine children with two child care staff members. There was one child under the age of 30 months and no infants. I interviewed both Licensee, Kathleen Doorlag and Child Care Staff Member, Jennifer Hosner. Both denied the home being over capacity or out of ratio. Ms. Doorlag stated that at times some of her relatives are present and because of that there are more than twelve children present. All the relatives that come to the home are over 6 years old and therefore do not count in capacity or ratio. On that same date, I reviewed attendance records from the dates March 26, 2023, to March 31, 2023. The child care home was within capacity and ratio according the child care attendance records. On 06/07/2023, I called Child A's Father, Child B's Mother, Child C, Child D and Child E's Mother and Child F, Child G and Child H's Mother. There were no concerns regarding the home being over capacity or out of ratio.

The ratio must include all children in care who are not related to any personnel and any of the following children who are less than 6 years of age: (a) Children of the licensee. (b) Children of a child care staff member or child care assistant. (c) Children related to any member of the household by blood, marriage, or adoption.
I conducted an unannounced on-site inspection on 04/14/2023. interviewed Licensee, Kathleen Doorlag and Child Care Staff Member, Jennifer Hosner. Both Ms. Doorlag and Ms. Hosner denied making Child A (3-year-old male) sit in time out for two hours. Both stated that Child A has been put in time out, as he is over the age of 3 years. He is only placed in time out for three minutes, one minute per year of his age. On that same date, I reviewed the discipline policy. I found the discipline policy to be appropriate for the different ages and stages of the children in care. I interviewed Child A's Father, Child B's Mother, Child C, Child D and Child E's Mother and Child F, Child G and Child H's Mother on 06/07/2023. There were no concerns regarding discipline in the home.
