On 03/29/2021, 1 received a telephone call from Education Coordinator with GCCARD Roberta Cox reporting that on 03125/2021 Child A's Mother sent a text message to stating that Child A notified her picked Child A up and threw onto cot and obtained a scratch an arm. Ms. Cox called Child A's Mot er who s a ed that w en she asked Child A how day went, said that hurt■, picked up and threw on cot. 3 Ms. Cox told Child A's Mother that they would be collecting statements from the child care staff members (CCSM). Ms. Cox asked Child A's Mother to write down what Child A had told her. Child A's Mother put Child A on the telephone and asked to tell Ms. Cox what had happened. Ms. Cox said that Child A said. "l had a bad ay; squeezed my arm and threw me on my cot." Later that same day, Ms. Pox submitted a written report and written statements from the CCSM's to me regarding the allegations. Ms. Cox reported that the center was closed until 0410612021 due to spring break. MIR On 04/06/2021 and I completed an unannounced onsite inspection at the center from 9:20 :15 am and interviewed CCSM's Lone Briggs, Joyce Hall and Ms. Cox. Ms. Briggs reported that is loving, gives hugsRa Wo e me to the children cares and loves all of the chIldren. Ms. Briggs confirmed that she worked with in the room on 03125x'2021 and recalls that the children had a lot of energy that day, as she thought this was due to the upcoming spring break. Ms. Briggs reported that the children were utilizing balls that they sit and bounce on and many of the children got too excitable, including Child A, as they were bumping. falling, and rolling into each other. Ms. Briggs also recalled the children, including Child A, utilizing connector tubes as baseball bats, and swinging at each other with them. As a result, Ms. Briggs had them go to small groups and open play prior to preparing for lunch. Ms. Briggs stated that during open play, Child A and several other children began playing chase, so they had to assist in calming them down again. Ms. Briggs added when the children were getting ready for nap time by getting their cots ready with blankets and pillows, Child A and another child both wanted to turn out a light for nap time (which Child A does very often, as well as control a remote that changes the light during rest time). Ms. Briggs stated that the other child did this activity on this day and Child A got upset and Cl began running around the room in circles and around the cots while the room was being darkened for nap time. Ms. Briggs added that she asked Child A at least 5 times to prepare for nap time and reminded ■ that running in the room was not safe. Ms. Bri s then stopped Child A from running by standing in front of ■ and lowering to level and gave two options, one to go to■ cot and sit or lay, or the second choice she would helps do so. Ms. Briggs stated that Child A sat down and picked u a box of toys and began throwing them taking their heads off of them. I informed that was not one of the optiono gaave. ms . Briggs stated that Child A was getting defiant with her so at this time, intervened, and Ms. Briggs observed come from behind Child who was now on the carpet, and picked Child A up from underarms. Ms. Bri s observed that Child A stiffened into a sitting position and lifted possibly 6 inches off of the ground and just rotated, to place ono cot. s. riggs reported that Child A cried a little under breath, although it was more like a growl at Ms. Briggs observed tha Child A tried to get up a few times and get to some toys and recalled E trying to kick the blocks on the shelf. Ms. Briggs observed attempting o keep Child A from harmin. , and the others in the room. Ms. Briggs observed that "wasa' le o get hild A to lay down b putting her arm around while gen y holding and trying to calmly talk to~. began patting Child A's back, who was n*I in on cot. Ms. Briggs reported that the interaction was not forceful and did not appear or verbalize that she was frustrated.
On 03/25/2021, child care staff member picked up Child A ,, years and threw onto. Child A obtaining a small scratch onE arm near elbow.
