On 02/08/2023 I contacted the complainant via telephone. The complainant reported they have read the licensing rules and know all the issues at the Branigan group child care home. The complainant reported Child A was bitten several times while in care. On one occasion Child A was bitten on the back and it "drew blood'. Ms. Branigan is aggressive when handling children. She grabs children by the arms. She also called children names such as "butt heads and jerks" in front of parents. The complainant also reported Ms. Branigan and the other child care staff member just sit in the living room and the children are all in a different room not supervised. 2 I completed an onsite inspection on 02/08/2023 at the Branigan group child care home. Ms. Branigan was present with six children in care and child care staff member Ms. Stephanie Halliday. I advised Ms. Branigan of the complaint allegations. Ms. Branigan stated, Child A was only ever bitten by Child B. They are siblings. There was never any blood drawn from the bites. Ms. Branigan and other child care staff members did their best to keep Child B from biting Child A. Ms. Branigan stated she never grabs children or is aggressive with them at all. Ms. Branigan reported she does not call children names or yell at them. Ms. Branigan expressed frustration that people can make these complaints anytime they want without any truth or facts to them. I interviewed child care staff member Ms. Stephanie Halliday onsite 02/08/2023. Ms. Halliday reported Ms. Branigan never yells or calls children names. She has no concerns at all about the care and supervision provided by Ms. Branigan. Ms. Branigan is not an aggressive person. Ms. Halliday reported there was only one child that was ever bitten, and he was only ever bitten by his sister. I interviewed parents via telephone on 03/02/2023. Child C's Father, Child D and Child E's Mother, Child F and Child G's Mother, and Child H's Mother were all interviewed. None of the parents interviewed had any concerns about the care and supervision provided by Ms. Branigan. Child H's Mother was the only parent who had heard of any children being bitten while in care and she reported she believes the child was bitten by their sibling.

On 02/08/2023 I contacted the complainant via telephone. The complainant reported There are dogs in the Branigan group child care home that "jump on people". When asked the complainant reported the dogs are not aggressive but they are allowed around children, and they are in the kitchen during meals and food preparation times. The children feed the dogs and some children play in the dog's water. I completed an onsite inspection on 02/08/2023 at the Branigan group child care home. Ms. Branigan was present with six children in care and child care staff member Ms. Stephanie Halliday. I advised Ms. Branigan of the complaint allegations. Ms. Branigan stated all her families are made aware that she has dogs at the time of enrollment. She has never had anyone express concerns about the dogs. The dogs are overly friendly and never aggressive. She keeps the dog's toys, food, and water dishes in a separate area of the home that is separated in the hall by a child safety gate. The dogs are in the backyard or that other part of the home for most of the day, but they do go back and forth through the home to be let outside. Ms. Branigan stated the dogs are never in the kitchen during meals or meal preparations. Children do not play with the dog toys, food, or water. The dogs are very friendly. They jump up to say hello and play with people, but they would never hurt anyone. I interviewed child care staff member Ms. Stephanie Halliday onsite 02/08/2023. Ms. Halliday reported there are no concerns at all about the dogs in the home. They are not aggressive in any way and are extremely lovable. Everyone loves the dogs. They are never in the meal preparation areas during food preparation or meals. I interviewed parents via telephone on 03/02/2023. Child C's Father, Child D and Child E's Mother, Child F and Child G's Mother, and Child H's Mother were all interviewed. None of the parents interviewed had any concerns about the dogs in the home. They have not seen dog food, dog water or dog toys accessible to the children in care. Child C's Father and Child F and Child G's Mother both reported the dogs are extremely friendly.

On 08/25/2021 I interviewed the complainant via telephone. Kelly Branigan has three dogs. The dogs play with each other and run into child care children. Child A (male, 2 years ) and Child B (male, 8 months) have come home with minor scratches from Ms. Branigan's dogs. Ms. Branigan told them that the dogs take food off child care children's plates. The dogs roam freely at all times 2 There are dog toys accessible to children. They have observed Ms. Branigan with up to nine children by herself. On 08/26/2021 I completed an on-site inspection at the Branigan group child care home. I observed two dogs outside when I arrived and the dogs remained outside during the inspection. The third dog slept in the living throughout the inspection. I did not observe any dog toys accessible to children. I interviewed Licensee Kelly Branigan. The dogs do not jump on children. The Irish Setter will walk next to children and knock them over if they are unstable. The dogs are rarely inside. The beagle puppy will try to steal food; therefore he is outside during meal times. No kids have been hurt by her dogs and no parents have complained. Her mother, Claudia Pettis is present Monday through Thursday 9:00am through 5:00pm to help her care for children. I reviewed children's attendance records dated 08/02/2021 through 08/26/2021. Attendance records showed that Tuesday through Thursday there are more than six children present at the child care home, as well as on Monday 08/23/2021. There were no child care staff member attendance records dated 08/02/2021 through 08/26/2021; Ms. Branigan stated she did not know that she was required to keep staff attendance. On 09/27/2021 I interviewed child care staff member Claudia Pettis. Ms. Branigan's dogs are not aggressive at all. She has never observed any issues between the dogs and child care children. At meal times two of the dogs are outside and one dog is behind a gate. When Ms. Branigan first got the Beagle six months ago he would try to steal food from the children. Ms. Branigan corrected the problem right away; making sure he is outside during meal times. She usually works for Ms. Branigan Tuesday through Thursday weekly. She has never observed any issues with ratio. On 09/27/2021 I interviewed Child C (female, 2 years) and Child D (17 months) 's mother, Child E (male, 5 years) and Child F (female, 4 years)'s mother and Child G (21 months) 's mother via telephone. There have been no issues with Ms. Branigan's dogs. Child F and Child G love the dogs. Child C and D's mother stated that she has observed the dogs outside or behind the gate during meal times. No ratio issues have been observed.
