R 400.1925 · R 400.1925 Comprehensive background check; fingerprinting. (1) Pursuant to section 5n of the act, MCL 722.115n, prior to an individual having any unsupervised contact with children, the department shall determine the individual's eligibility to be any of the following: (c) A child care assistant.

On 04/202022, I conducted an on-site inspection to Jordan Fifeslki's child care group home also known as the Owl's Nest. When I arrived, Ms. Fifelski, provider, was not home but arrived shortly after staff contacted her to let her know licensing was present. I interviewed Alyssa Belcher, child care staff member, regarding the allegations. Ms. Belcher works full-time from 7:45-4:45 pm. and works with both Jamie Bock, child care staff member and Jordan Fifelski, provider. Jordan Fifelski does most of the communication with parents. Child A has been sick with 104-degree temperature, runny nose, throwing up, and they have been communicating with Child A's parent. They do have policy and procedures that they follow regarding when children are sick. Ms. Belcher showed licensing a review from a parent that was posted on a website regarding the Owl's Nest. The post was dated 04/14/2022. The post did not indicate the name of the website. Ms. Belcher also provided a picture of Child A who appeared to be not feeling well and was resting in a brown chair. Child A came to the program with stomach issues and they communicated with the parent. Ms. Belcher said that they do not have people in and out of the program. The only male individual in the program was Cody Bock. Mr. Bock is fingerprinted and not consistently at the home. I interviewed Jami Bock, child care staff member. She had a good relationship with Child A who was sick. Ms. Bock appeared to be emotional at the beginning of the interview talking about Child A who is no longer in the program. Child A's parent was rude to other individuals at the program. They do communicate with any parents when children are sick and document illness. They do not have random people at the home or caring for the children. Mr. Cody Bock worked in the program but it has 3 been some time as he used to be a child care staff. Olivia Puroll is not working anymore and used to come down to help. I interviewed Jordan Fifelski, provide and licensee. She has recently been having some concerns with a parent bringing their child to the program when sick. She had to discontinue service with the parent and not the child. Ms. Fifelski showed the licensing worker text messages with the parent regarding the child being sick. The text messages were dated starting 02/06/2022 through 04/11/2022. The text messages consisted of communication between the providers and the parent regarding the child being ill and the provider following up regarding the status of the child. Ms. Fifelski also provided me with the Owl's Nest discipline policy and documentation signed by the parents regarding the COVID sick policy/sick policy. The policy was detailed about keeping every child in care safe and communicating with parents regarding any illness related symptoms. Ms. Fifelski said that she does not have strangers coming and going from the child care home. Cody Bock helped start the program with her when she first opened. He has his training and has been background checked. Mr. Bock helps with her children in the home as she is in the child care program. He will be upstairs and will help with the dishes and around the house. Another male individual would be Caleb Fifelski her husband. They are both listed on the background check system. On 05/03/2022, a phone call was made Child B's mother. A voicemail and contact information were left requesting a return call. As of the date of this report, Child B's mother did not respond. On 05/03/2022, a phone call was made to Child C's mother. A voicemail and contact information were left requesting a return call. On 05/03/2022, a phone call was made to Cody Bock. A voicemail and contact information were left requesting a return call. On 05/03/2022, I received a phone call from Cody Bock. I introduced myself and explained the allegations. Mr. Bock said that he worked at the Owl's Nest a couple years ago. Mr. Bock said that he had a background check and took all the classes needed to work in the c
