On 01/04/2021 I interviewed the complainant via telephone. They have noticed problems with Ms. Johnston's care for three to four years but did not have other child care. They are concerned for the children's safety because the door leading to the basement is always left open. Last week Ms. Johnston told them their child was a "fucking asshole" at pickup; the child was standing right there. On 01/06/2021 I completed an on-site inspection at the Johnston child care home observed the door that leads to the basement to be closed during the on-site inspection. 2 I interviewed Ms. Johnston. She denies calling any child a "fucking asshole" in front of a child and doesn't think she said it to a parent. She does not use that kind of language in front of children. I attempted a group interview with Child E (male, 3 years), Child D (female, 3 years), Child B (male, 30 months) and Child A (male, 21 months). The children did not appear to be able to answer open ended questions unrelated to the allegation. I ended the interview. On 01/11/2021 I interviewed Child A's mother via telephone. She has never observed any name calling. She has no issues or concerns with the care Child A receives. Child A is not super verbal but is always happy at drop off and pick up. The other kids also seem happy and well taken care of. She has never observed any issues with diapering. On 01/11/2021 I interviewed Child B and Child C (female, 3 months)'s mother via telephone. She has never observed any name calling. She has no issues or concerns with the care Child B and Child C receive. She has never observed any issues with diapering. Ms. Johnston has always been up front and honest with her. On 01/11/2021 I interviewed Child D's mother via telephone. Child D has never reported any issues. Child D really likes Ms. Johnston. She has never observed any name calling and she has no issues or concerns with the care Child D receives. Ms. Johnston came highly recommended. On 01/11/2021 I interviewed Child E's mother via telephone. Child E has never reported any issues. She has never observed any name calling and she has no issues or concerns with the care Child E receives. She highly recommends Ms. Johnston.

There is no evidence to determine that Ms. Johnston doesn't change diapers when wet or soiled. Child A, Child B and Child C, Child D and Child E's mothers all stated they have had no issues or concerns with diaoerina.

Ms. Johnston admitted to using corporal punishment on at least one occasion. She admitted to slapping Child E's hand.
