On 08/09/2022 I contacted Child A's Mother. She stated Child A was at child care for the day. She received a phone call from Jennifer (Jenna) Karnemaat who said Child A was crying and would not stop. Child A's Mother went to pick Child A up. While she was at the child care, Jennifer (Jenna) Karnemaat explained that Child A was outside playing with other children and began to cry. She did not see what happened. She said the children were outside playing in the sprinkler and she did not see anything out of the ordinary happen, but Child A would not stop crying. It appeared that his foot was hurting. Child A's Mother said she took Child A to the emergency room to have his foot checked out. While at the emergency room, he was found to have a fractured tibia. The physician explained the injury was extremely common and known as a "toddler fracture." The doctor said it could happen very easily for a child at Child A's age. The doctor said it could 2 happen if Child A twisted his ankle or pivoted in a certain way. The doctor did not have any concerns regarding foul play. Child A's Mother said she did not have any concerns with the child care of how the situation was handled. She felt Jennifer (Jenna) Karnemaat called her immediately and did everything that she could. Child A has returned to the child care, and she will continue to use them. On 08/16/2022 I completed an unannounced visit to the child care. I interviewed licensee Jennifer (Jenna) Karnemaat. She stated she had set up the sprinkler for the older children who were in care for the day. While the sprinkler was running, she went back inside and stared to gather supplies for two infants that were in care and moved the supplies to the back slider of the child care. While standing at the back slider, she was watching the backyard and the children that were outside. There were four children outside and two infants she was holding inside. Where she was standing was approximately 15 feet from where the children were playing outside. She was able to see directly where the children were with a direct line of vision. While the children were outside playing, Child A began to cry. She went outside and asked Child A what was wrong. Child A appeared to limp on his foot and would not stop crying. She tried to console Child A, but he would not stop crying. She did not see what happened to Child A. She decided to call Child A's Mother and let her know what was going on. Child A's Mother came and picked him up and said she would take him to the emergency room. I interviewed Gillian Karnemaat. She stated she was at the home, but she was upstairs using the bathroom. She said she did not see anything but noticed Child A crying when she came back from using the restroom. She said Child A would not stop crying so Child A's Mother was called to pick him up. Gillian Karnemaat said she followed up with Child A's Mother later and she was told Child A had a fractured tibia. I viewed the attendance for 8/5/2022 and there were six children in care with two staff members. I walked outside and did not see any divots or holes in the grass. I did not see any noticeable hazards around the area where the children were playing. ..........
